SERVING THE PEOPLE, SECURING THEIR INTERESTS CHIEF CRITERION FOR CIVIL SERVANTS
On April 12, the President of our country Shavkat Mirziyoyev reviewed the ongoing construction works in Tashkent, the realization of socio-economic projects, the activities of social entities.
In the capital, as in all regions of our country, a large-scale work is underway on accelerated advancement of industry, support for small business and private entrepreneurship. In the third direction of the Strategy for Actions on the development of the Republic of Uzbekistan along five priority directions in 2017-2021, tasks were defined to enhance the efficiency of existing and create new free economic zones, technoparks and small industrial zones for production modernization, expand inter-industry cooperation. Under the leadership of the President of the country, the work in this direction continues consistently.
On February 3 and March 25 earlier this year, Shavkat Mirziyoyev familiarized himself with the industrial facilities of the city of Tashkent and gave instructions on creating the necessary conditions for the effective operation of enterprises and entrepreneurs. Today, these facilities are creating new production capacities.
The head of our state visited one of such industrial zones – the joint-stock company Rele i avtomatika (Relay and automation) in Chilanzar district. The enterprise occupies 3.91 hectares of area, including a production site of 2.26 hectares. Metal and plastic products are manufactured, low voltage devices of about 100 types are produced, and corresponding services are provided at the factory. There is a necessary infrastructure for further ramping up of the industry.
On the basis of the joint stock company, it is planned to organize a small industrial zone and realize 10 investment projects in 2017-2018 which include the production of textile and packaging products, paper for cash registers and terminals, hydraulic oils, plastic pipes and fittings, furniture, acrylics and stationeries.
The limited liability company Sirdaryo-Qurilish-montaj will set up the production of about 24 million units of packaging products per year here. Packing of polypropylene will be used for the needs of the chemical, food, textile and construction industries, 70% of products are scheduled to be delivered to the domestic market, 30% - abroad. The enterprise will create 55 job places.
The LLC Milk Impex plans to establish an enterprise here for processing, drying and packing of fruits and vegetables. At the enterprise with the capacity of processing 500 tons of fruits and vegetables per year 30 new jobs will be created.
The head of state noted the need to organize enterprises here that will produce export-oriented products.
Shavkat Mirziyoyev visited the Uzbek-British joint venture Roison Home White Goods in the Chilanzar district.
The Presidential Decree "On additional measures to ensure accelerated development of entrepreneurship, full protection of private property and qualitative improvement of the business environment" on October 5, 2016, creates new opportunities to boost the private sector.
The business entities that operate on the territory of the former Algorithm plant, serve as an example of this. Currently, there are over 50 business entities involved in the production of household appliances, textile, chemical, paper products, furniture, building materials, metal processing. More than 1,000 people work at aforesaid enterprises.
The total area of the joint venture Roison Home White Goods is almost 23 hectares, including 9.7 hectares occupied by buildings and structures.
A presentation of more than 20 economic projects being realized in the Chilanzar district was also carried out here. Thus, the enterprise 1-Zargarlik Koxonasi with an estimated cost of 10 billion soums a year will produce a jewelry worth 13 billion soums. It is planned to create 100 new jobs.
An enterprise on the production of dairy products will be created with the involvement of 9 billion soums. On the basis of modern technology, it is projected to produce 1.15 thousand tons of milk per year, as much kefir, 400 tons of yogurt, 100 tons of cheese and sour cream, 80 tons of cottage cheese and other products here. Over 100 people will be provided with the work.
It is planned to launch the production of women's, men's and children's footwear on the territory of the former shoe factory Riki No. 2 in the Chilanzar district. The project with the cost of 3 billion soums will allow to produce products for 10 billion soums per year. Ready products are also intended to supply to the foreign market.
There were also presented the projects on production of confectionery products, packaging and construction materials, technical oil for cars, organization of a small industrial zone on the territory of joint-stock company Sovplastital, creation of a cardiologic center, a media market and shopping center.
Shavkat Mirziyoyev noted that it is necessary to use created favorable business environment more efficiently, raise the quality of products, assist entrepreneurs in finding partners abroad and expanding export activities. Responsible managers were given instructions on all-round bolstering of entrepreneurship, export promotion, attraction of investments, allocation of loans and other topical issues.
The head of state visited to the citizens’ gatherings of the mahallas Katta Khirmontepa and Yakkatut.
The citizens’ gatherings of the mahalla occupy a solid place in the life of our society as a truly popular institution of self-government. They play a significant role in the dialogue with the people and the realization of tasks to secure the human interests.
Mahalla Katta Khirmontepa mainly consists of multi-storey houses. The head of our state, in the course of acquaintance with the mahalla infrastructure, instructed the officials responsible for the improvement of the territory of multi-storey residential apartments, pre-school educational institutions and schools, and repair of sidewalks.
The school is the center of knowledge and upbringing. Improving work in schools should be given special attention, the territory of educational institutions should always be clean and well-groomed, the President said.
Shavkat Mirziyoyev looked in the families and talked with the residents of the mahalla.
In the makhalla Yakkatut there are two pre-school educational institutions, two schools and two colleges.
The president of our country got acquainted with the life of the mahalla, and conducted a dialogue with the people.
Here the head of state was informed on the typical projects of the mahalla centers which will be emerged in the city of Tashkent.
In March of this year, during a visit to the Uvaisi mahalla of the Yunusabad region, the President of the country got acquainted with the created conditions for workers of citizens' gatherings, local interior officer for prevention and residents, including the mahalla center, and gave instructions to erect such centers in all mahallas of Tashkent and the whole country.
The mahalla should possess not only a legal, but also a sufficient material and technical base for the effective performance of its functions, the head of our state said.
The proposed projects of the new mahalla centers provide for the allocation of separate cabinets for the chairman, secretary and advisers of the mahalla, the local police inspector for prevention in one building. This will serve their close interaction, further strengthening the environment of cohesion and support in the mahalla.
The local interior officer for prevention should live in the mahalla where he works. This will secure close interaction of the local inspector with each family in the mahalla, comprehensive control over the situation on its territory.
Instructions were given to provide local police officers for prevention with official housing, cars at the expense of concessional loans, the creation of all necessary conditions for their residence and effective activity.
The projects of the mahalla centers also provide the construction of chaikhanas (oriental teahouse), bakeries, beauty salons, shops, sports and children's playgrounds which will serve not only to meet the daily needs of people, but also to ensure a stable spiritual situation.
The mahalla should be a kind of bridge between the people and the state, said Shavkat Mirziyoyev. Its main task is always to be aware of the joys and cares of people.
Vehicles in our country, especially in the capital, are growing which indicates the advancing the population’s prosperity, the dynamic development of our country. The main goal of the ongoing large-scale reforms lies in boosting the life quality of the population, securing the human interests.
Shavkat Mirziyoyev also looked through the project on repairing the internal roads of the Chilanzar district. The project provides for the complete repair of all internal roads of the district in 2017-2018. It was noted the need to provide high quality of roads and their compliance with modern requirements.
The lack of places for temporary parking of cars near large structures, markets creates inconvenience. The President was informed on the project for the construction of parking lots next to large structures. It provides for the erection of three- and four-story parking lots. This will prevent the occurrence of traffic jams on the roads; ensure the safety of drivers and pedestrians.
The head of state gave the responsible persons the relevant instructions to ensure the repair of roads and construction of parking lots in accordance with modern requirements.
A meeting was conducted at the Tashkent State Pedagogical University named after Nizami under the chairmanship of the President of our country Shavkat Mirziyoyev. The hokims (local governor) of Tashkent city and districts of the capital, heads of various ministries and departments, representatives of the public of the capital took part in it.
To introduce a qualitatively new system of work with appeals from individuals and legal entities, on the initiative of the head of our state, the virtual reception of the President of the Republic of Uzbekistan, as well as the people's reception offices in Nukus, regional centers, the city of Tashkent, in all districts and cities were organized. This contributes to practically implement the principle "The people should not serve for the state bodies, but the state bodies should serve for the people" in the activities of state authorities at all levels, establishing a direct dialogue with the people, securing their rights and interests.
At the present time, citizens apply to these reception rooms on the issues concerning them. The off-site (exit) visits create conditions for citizens and entrepreneurs to address directly the leaders of responsible organizations, receive reasonable answers to their questions in short terms, and approve the principles of social justice in our society.
Over 16,000 appeals were received from the Chilanzar region in the virtual reception of the President of our country, of which only 1.5 thousand were solved positively.
The chairman of the mahalla “3-Charkh Kamolon” Bahodir Sultonov, the local inspector for crime prevention of this mahalla Bobomurod Abdullayev, the chairman of the mahalla "1-Charkh Kamolon" Zubaida Tuychiyeva, the chairman of the mahalla "Navbahor" Ismatilla Sobirov, the chairman of the association of private owners of housing "Soglom Kelajak" of the mahalla "Gavhar" Rukhiya Muhamedova, director of the secondary school № 481 Mohidil Begmatova and others noted that the new system of work with citizens' appeals created on the initiative of the President of our country Shavkat Mirziyoyev enhances the people's trust in the state, strengthens their belief in justice, became an essential means of achieving the objectives set out in the Strategy for Actions of the development of the Republic of Uzbekistan along five priority areas in 2017-2021 respectively.
At the meeting, special attention was placed on the creation of the necessary conditions for the population, maintenance of communication networks, landscaping, removal of obstacles for doing business.
The President gave relevant orders to the responsible officials to eliminate the existing shortcomings and outlined the future tasks.
