The President of Uzbekistan speaks with the First President of Kazakhstan over the phone
On May 23, a telephone conversation took place between the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the First President of the Republic of Kazakhstan – Elbasy Nursultan Nazarbayev.
The Head of the state expressed sincere gratitude to the First President of Kazakhstan for full-fledged support and personal contribution to the development and consolidation of Uzbekistan – Kazakhstan friendship, good neighborliness and multidimensional cooperation.
It was stressed that owing to joint efforts, the traditionally close relations between the two countries have reached a qualitatively new level over the past few years, they are filled with solid practical substance.
Fruitful results of the first state visit by the President of Kazakhstan Kassym-Jomart Tokayev to Uzbekistan this April, which once again demonstrated the continuity of Elbasy’s foreign policy course, was noted with high delight.
Shavkat Mirziyoyev and Nursultan Nazarbayev discussed during the telephone conversation the pressing issues in bilateral relations, as well as those in the international and regional agenda.
They paid priority attention to the implementation of agreements in trade and economic sphere, building up the cooperation at the level of leading enterprises and businesses in industry, energy, transport and other sectors.
The dynamic growth and diversification of the structure of mutual trade were positively evaluated. In 2018, the trade turnover exceeded 3 billion US dollars, while the aim for the next period is 5 billion dollars at minimum.
Shavkat Mirziyoyev and Nursultan Nazarbayev noted the importance of continuing intensive interregional contacts designed for the effective use of broad economic opportunities and great potential in the cultural and humanitarian sphere, including within the framework of the Year of Kazakhstan in Uzbekistan.
The decisive role of the Joint Intergovernmental Commission on Bilateral Cooperation, which is now headed by the prime ministers of the two countries, was emphasized.
In conclusion, Shavkat Mirziyoyev and Nursultan Nazarbayev reaffirmed shared desire and strong commitment to bolster the strategic partnership and mutually beneficial cooperation between Uzbekistan and Kazakhstan for the benefit of two fraternal peoples, in the interests of stability and sustainable development in Central Asia.
New deputy chairman of the State Statistics Committee of Uzbekistan appointed
According to the presidential decree PQ-4324 of May 20, 2019, Zokhidjon Ziyoyev has been appointed deputy chairman of the State Statistics Committee (SSC) of the Republic of Uzbekistan on information and communication technologies and information security. This is reported by the SSC.
Zokhidjon Ziyoyev graduated from Tashkent University of Information Technologies (2007), St. Petersburg State University of Telecommunications (2010) and the Academy of Public Administration under the President of Uzbekistan (2018).
Previously, Ziyoyev had worked at the JSC Uzbektelecom. He had been head of department at the State Committee for Communication, Informatization and Telecommunication Technologies of the Republic of Uzbekistan (2012-2015), head of department at the Ministry of Information Technologies and Communications Development (2015-2017). In 2017-2019, he held various positions at the Cabinet of Ministers of the Republic.
Appointment at MFA
Ashraf Khojaev has been appointed Head of the Directorate-General for Foreign Economic Cooperation (DGFEC) of the Ministry of Foreign Affairs. He previously served as Head of the Department for Attraction of Foreign Investments, Financial and Technical Assistance.
The Directorate-General includes the Department for Attraction of Foreign Investments, Financial and Technical Assistance, the Department for Promotion of export and foreign trade relations, the Department for Coordination of activities of Intergovernmental Commissions and the Department for International Cooperation in Tourism Development.

Total incomes of the population of Uzbekistan grew by 123% in Q1 2019
In the first quarter of 2019, the total income of the population of Uzbekistan increased by 123.1% compared with the same period last year. This was reported at PDPU’s (People's Democratic Party of Uzbekistan) meeting in the Legislative Chamber.
According to the press service of the parliament, deputies discussed the report of the Finance Ministry on execution of the state budget and budgets of state trust funds in 2018, as well as in the first quarter of 2019.
In January-April 2019, total income of the population amounted to 64.9 trillion soums and increased by 123.1% compared with the same period in 2018. Taking into account the change in consumer prices, the real growth rate of the total income of the population was 108.6% (currency rates of CB RU from 23.05.2019, 1$= 8460.92 soums).
It was emphasized that the funds, in the amount of 54.4% of the total expenditures from the state budget, were spent to finance social expenses.
It is also reported that according to the results of 2018, total incomes of the population amounted to 286.3 trillion soums and exceeded the figures for 2017 by 110.3%. “This testifies to the effective implementation of a number of measures aimed at increasing the real income of citizens,” the press service noted.
Draft law: Khokims should report to the population on their activities at least twice a year
On the portal of discussions of normative-legal acts, a new edition of the draft law on local government has been publicized. The bill has been developed by the Ministry of Justice.
It should be recalled that the law on local government was adopted in September 1993. Unlike the old document, the new bill consists of 47 Articles.
The draft law on local government in the new edition notes that draft decisions of local government bodies having normative-legal nature are subject to mandatory legal expertise at the Ministry of Justice of the Republic of Karakalpakstan, the Department of Justice of the regions and the city of Tashkent, respectively. The current law does not have such indication.
Article 10 of the draft law states that regional, city and district khokims should report to the population on their activities at least twice a year. At the same time, information about the activities of khokims of the regions, districts and cities will be publicized in the media.
If the law is approved and enters into force, then the councils of people's deputies will hear reports from courts, prosecutors, heads of internal affairs and justice bodies. In general, initiators of the bill intend to expand the powers of local councils and improve their activities.
Regulation of land relations by local government bodies remains the same.
Khokim of the region, district and city, as in the present law, will have the right to grant land plots for possession and use, lease to enterprises, institutions, organizations, dehkan farms and citizens, terminate the rights of ownership and use of land by these entities, as well as withdraw land plots in accordance with subsequent approval of the decisions made by the relevant council of people's deputies. It turns out that the khokim will remain the only “landowner” in his region.
It should be noted that the project can be changed, amended or rejected.
