Efficient use of new initiatives and opportunities - a source of stable economy and high income

On May 6, President of the Republic of Uzbekistan Shavkat Mirziyoyev visited the Fergana Oil Refinery.

The enterprise was established to accelerate the development of oil fields in Fergana valley and provide the region’s countries with petroleum products. It is one of the country’s largest hydrocarbon processing facilities. The territory of the complex is 475 hectares, includes 52 technological objects. More than 70 thousand people work here.

However, due to the equipment wear and technological obsolescence, the dependence of production on imports over the past ten years, the company has proved to be unprofitable. With an annual capacity of 6 million 450 thousand tons, the capacity of the plant dropped to 30 percent.

At the meeting on development of oil, gas and chemical industries held on February 21 this year, President Shavkat Mirziyoyev gave instructions on transferring Fergana Oil Refinery to investors under trust terms. On April 10 this year, a resolution of the President “On measures to modernize Fergana Oil Refinery with attraction of foreign direct investment” was adopted.

Modernization is carried out jointly with the Indonesian company RT Trans Asia Resources in three stages. This company has extensive experience in this field. Participation of a foreign company will contribute to the stable supply of the plant with crude and its processing in accordance with world standards, and the export of products to the external markets. In the future, it is planned to form a consortium of leading international companies.

This year, the plant is scheduled to attract direct investments in the amount of at least 300 million US dollars. At the expense of these funds, work of 7 out of 11 installations now standing idle will be restored within two months. 7.1 thousand workplaces will be saved, 450 people will return to work.

At the same time, the supply of the plant with crude is going to double. Starting from 2020, the plant is scheduled to master the production of high-quality diesel fuel complying with Euro-4 and Euro-5 standards. The cost price will decrease, while the goods quality will increase, which can in turn facilitate growth in the export potential of Fergana region.

In general, the project is expected to attract investments worth 875 million dollars up to 2022. That would allow for modernization of Fergana Oil Refinery, which is 60 years old, along with Altyaryk Oil Refinery Enterprise, established 110 years ago, and produce export-oriented goods.

Crucially, many people, especially youth, will be employed. Tax revenues are anticipated to increase by 100 billion soums a month (currency rates of CB RU from 01.05.2019, 1$= 8448.89 soums).

President Shavkat Mirziyoyev spoke with plant workers and investors.

“The main objective behind all these efforts is to load the enterprise with full capacity and provide people with job. This will become a new stage in the activities of Fergana Oil Refinery,” the Head of the state suggested.

Additional instructions were given to provide the plant with crudes and boost production volumes.

President Shavkat Mirziyoyev became acquainted with the activities of Ipak Gilamlar enterprise in Kushtepa district of Fergana region.

One of the Five Initiatives forwarded by the Head of the state is directed at ensuring employment of women. As part of its implementation, joint-stock companies Uzpakhtasanoat and Uzbekipaksanoat are taking steps to organize sewing and knitting enterprises in all districts of the country and create jobs for women.

One of such enterprises is Ipak Gilamlar in Kushtepa district.

In a two-story building, modern conditions are created for women. The company is outfitted with cutting-edge technologies and equipment from Turkey and is capable of producing 500 square meters of silk carpets a year for 9 billion soums.

Today, the enterprise employs 200 women. Goods are supplied to the USA, Turkey, Russia, Iran and other countries.

The uniqueness of silk carpets is that they do not lose color with time, but on the contrary, gain brightness. Therefore, they are highly rated in the global market. One small rug can cost up to 500 dollars.

The company intends to further expand its activities and bring exports to 500 thousand dollars a year.

The Head of the state instructed to boost the enterprise’s activities, include it in the tourism routes of Fergana region, and organize its sales points in Samarkand, Bukhara, Khiva and other cities.

 “Such enterprises are both economically and socially important. First, hundreds of women are provided with job. Second, our country has rich traditions of sewing. The ways to other countries of the region are open now, as are those to the external markets. Therefore, it is necessary to create sericulture clusters under the Women’s Committee. The stability in the supply of raw materials will be ensured, the cost price would decrease. In the process from harvesting cocoons to the production of finished goods, thousands of women will be employed. The working women change their lives, worldviews, attitudes towards raising children,” Shavkat Mirziyoyev said.

Responsible officials were given instructions on drafting a resolution, creating an even greater number of jobs for women, and assisting in the promotion of product sales.


Shavkat Mirziyoyev: “Production of medical equipment in our country will have immense economic and social effect”

President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Listem-Fergana joint venture in the city of Fergana.

According to the Press Service of the President of the Republic of Uzbekistan, the company, organized jointly with partners from South Korea, produces X-ray equipment. It is the only manufacturer of such high-tech medical equipment not only in Uzbekistan, but also in the entire region.

The project cost of the enterprise is 8 million dollars, it is capable of producing 300 pieces of X-ray machines of two kinds per year. During the first phase of the project, 35 people were provided with work. By the end of the year, it is planned to create about 100 more jobs.

Currently, activities are carried out on implementation of the second phase of the project. As a result, it is planned to bring the annual production to 500 pieces, to expand the range to more than 10 types. All this will provide the domestic market with affordable and high-quality medical equipment, which today is imported into the country at the expense of large foreign exchange funds. After the enterprise reaches its full capacity, it plans to establish exports.

Listem-Fergana’s products are in great demand. The first model of the enterprise, the digital radiograph Smart DR costs 50 thousand US dollars, which is thrice as cheap as foreign analogues. For example, a similar equipment made by Philips costs 144 thousand dollars, the Siemens device is 168 thousand dollars.

With the use of Smart DR it is possible to serve 15 patients an hour. Pictures are stored in the memory of the device for up to 5 years, which is important for monitoring the dynamics of the disease. Shots can be sent via the internet to other physicians for distance collective diagnosis.

The Head of the state noted that correct diagnosis is important for improving the health of the population, while the production of medical equipment in the country will have immense economic and social effect. Shavkat Mirziyoyev instructed to uplift the level of localization and skills of workers in the enterprise, and promote industrial cooperation.

Projects on the organization of production of electric vehicles jointly with Hyundai in Kokand free economic zone, coal mining at Vodil deposit, manufacturing environmentally friendly paper made of stone, as well as modernization of Ferganaazot and Kokandsuperphosphate joint-stock companies were considered.

The President approved the presented projects and noted the need for paying special attention to the quality and deadlines in their implementation.


Graduates of Temurbeklar Maktabi schools to be admitted to universities without exams

President Shavkat Mirziyoyev visited the Temurbeklar Maktabi School in the city of Fergana.

In the process of consolidating the Armed Forces of the country, special attention is paid to bolstering the patriotic education of young people and uplifting the intellectual potential of military personnel. Today, the army and military schools have become schools of national identity and pride, of unshakable will. Now, young soldiers and cadets are examined on the discipline “History of Uzbekistan” and the book “The Code of Temur” before taking military oath.

An important step in this direction became the adoption of a presidential resolution outlining measures to improve the effectiveness of youth policy and support the activities of the Youth Union of Uzbekistan, signed in 2017. In order for the bravery and patriotism, courage and justice of the great commander Amir Temur to serve as a reference point for young people, all military lyceums in the country are called “Temurbeklar Maktabi”.

Every young man, especially the one who chooses the military profession, should know in depth the history of the Motherland, the life and feats of national heroes, outstanding commanders and military leaders, and be proud of them. This fosters national self-identity, patriotism and dedication.

Building on these principles, educational process has been established at the Temurbeklar Maktabi school in Fergana. Today, 437 cadets study here. They are taught by 31 teachers and 22 military servicemen.

The school specializes in training young people for admission to higher military schools under the Ministry of Defense and other educational institutions with a focus on exact sciences. All the conditions are there in spacious classrooms, computer halls, and the library with specialized and historical literature.

For the meaningful arrangement of free time, there are various scientific training centers and sports clubs.

President Shavkat Mirziyoyev noted that the essence and substance as well as quality of education in schools should be in tune with their new title and the deeds of our great ancestor Temur.

“Temurbeklar Maktabi schools should be admired by both young people and parents. For this, it is necessary to raise the status of these schools, their authority, and the level of education here,” the Head of the state insisted.

The President came up with a new development system for Temurbeklar Maktabi school. Thus, young people in these institutions will be selected out on a competitive basis, cadets will have to master contemporary information technologies and at least two foreign languages, regularly engage in physical culture, become fully harmoniously developed individuals and leaders of young people. School graduates will be admitted to universities without exams.

The Head of the state enquired into the conditions created at the school, and talked with cadets.

A meeting with Second World War veterans took place here. President Shavkat Mirziyoyev congratulated them on the upcoming Day of Memory and Honor. Veterans offered a prayer with wishes of peace and prosperity to the country.

A bus has been donated to the Temurbeklar Maktabi school.


Shavkat Mirziyoyev: Profitability the main criterion in all sectors of the economy

President of the Republic of Uzbekistan Shavkat Mirziyoyev has visited the crop fields of the farm “Komiljon ota Mamajonov” in Fergana district and talked with the farmers of the region.

The farmers noted that this season was rich in rainfall, but despite this they expect a good harvest from all types of crops. A significant increase in the price of cotton and grain for government purchases has raised the incomes of farmers and workers, changed their attitude to their work.

“The main criterion in all economic spheres is profitability. Where there is interest, there is both work and result. If you study market demand and work wisely, revenues will rise,” Shavkat Mirziyoyev pointed out.

It was stressed that the presidential resolution defining measures for the development of agricultural cooperation in the fruit and vegetable industry, inked March 14 this year, has helped create the basis necessary for the preparation and quality storage of products, establish a value chain, ensure the stability of exports.

In Fergana region, cooperation is also being established between owners of homestead lands and farmers, who set up fruit and vegetable clusters together. Here, the products in demand are procured and exported.

“In agriculture, the cluster system has proven itself with a good effect. It grows crops itself, it processes and sells products, and it provides people with job. Another important point is the formation of a business environment in districts. The example of those who generate impressive income inspires others, encourages them to strive more and learn,” the President suggested.

The farm “Komiljon ota Mamajonov” specializes in the cultivation of grain and vegetables. It also boasts a vineyard on 7 hectares. It intends to grow mung bean on free areas, organize a lemon orchard on 5 hectares. Wheat is developing well these days.

The President was also briefed on projects under elaboration and enterprises to be put into operation in agriculture and the food industry.

Alisher Abdualiyev appointed First Deputy Minister of Investments and Foreign Trade

Deputy Foreign Minister of Uzbekistan Alisher Abdualiyev has been transferred to the post of First Deputy Minister of Investments and Foreign Trade, Kun.uz correspondent reports.

The corresponding document was signed on May 6 by President Shavkat Mirziyoyev.

It should be noted that this is the second time Abdualiyev is appointed to a new post this year. He took office as Deputy FM in January.

Prior to that, from September 2012, he worked as Ambassador Extraordinary and Plenipotentiary of Uzbekistan to Ukraine.

Uzbekistan receives first batch of oil from Mingbulak oil field

In Uzbekistan, when testing the course of an investment project to develop the Mingbulak oil field in the Namangan region, the initial oil was received, the press service of the Ministry of Energy reports.

“The project, being implemented by the JV JSC Mingbulakneft, was established on a parity basis by the national holding company Uzbekneftegaz and the Chinese national oil and gas corporation CNPC,” the ministerial press service said.

The project is one of the largest in the field of energy cooperation between Uzbekistan and the People’s Republic of China. It is carried out within the framework of the “One Belt - One Road” intitiative.

According to experts, the Mingbulak field has harsh conditions due to several reasons. The main problem in the development of the field is: large depths (up to 6000 m and more); high reservoir pressure (more than 115 MPa) and reservoir temperature (more than 168 °C), as well as other factors.

The Chinese oil company CNPC, which has experience in developing such fields in the Tarim Basin of China, has applied its experience in developing the field.

US dollar, Euro up, Ruble down – CB report

The Central Bank (CB) of Uzbekistan has established new exchange rates of foreign currencies for the purpose of accounting, statistical and other reporting on foreign exchange transactions, as well as calculation of customs and other obligatory payments, which will be effective from May 7, 2019.

In accordance with the CB report, the US dollar increased in value by 3.40 soums and reached the mark of 8448.89 soums.

The euro also showed a considerable increase - 47.73 soums, and amounted to 9462.76 soums.

The Russian ruble, on the other hand, fell by 0.46 soums and is now equal to 129.81 soums.

It should be noted that the Central Bank of the Republic of Uzbekistan does not undertake the responsibility of selling or buying those currencies at a fixed price.
