Cabinet of Ministers approves 2019 draft state budget

The meeting deeply and comprehensively discussed the approaches and proposals on the formation of forecasts of the main macroeconomic indicators, parameters of income and expenditure of the country's budget for the coming and subsequent years.

The Cabinet of Ministers of the Republic of Uzbekistan held an extended meeting devoted to the discussion of the expected results of 2018 and the forecast of the main macroeconomic indicators, the concept of tax and budget policy, the draft state budget of the Republic of Uzbekistan for 2019.

The consistent implementation of the adopted Action Strategy for 2017-2021, the measures taken to modernize and intensively develop the sectors of the economy, contributed to the achievement of the established macroeconomic indicators.

Following 2018 results, it is expected to increase revenues of the state budget, including through measures taken to increase the independence of local authorities in the formation of local budget revenues, increase the tax base, as well as measures to liberalize the foreign exchange market and reform the agricultural sector.

President orders to establish International Arbitration Center

Tashkent International Arbitration Centre is set to be established under the Chamber of Commerce and Industry of the Republic of Uzbekistan. This was approved by the Presidential decree of November 5.

Tashkent International Arbitration Centre is set to be established under the Chamber of Commerce and Industry of the Republic of Uzbekistan. This was approved by the Presidential decree of November 5.

The main tasks of the Centre are:

a) resolution of disputes arising from contractual and other civil relations arising between commercial organizations that are located in different states, as well as disputes related to investments, intellectual property and blockchain technologies;

b) development and improvement of dispute resolution mechanisms through international arbitration and other alternative dispute resolution methods;

c) establishment of cooperation with leading foreign arbitrators, exchange of experience in the field of dispute resolution through international arbitration, as well as involvement of foreign arbitrators in dispute resolution;

d) participation in the implementation of measures to train and improve the skills of specialists in the field of international arbitration and out-of-court settlement of disputes, including those related to investments, as well as the organization of research in this direction;

e) provision of consulting services to domestic and foreign economic entities, including foreign investors, in the field of prevention of disputes related to investments.

The Russian holding Eurocement Group has begun the construction in Ahangaran of the largest cement plant in Central Asia

The total investment in the project is more than $ 160 million. The company will produce products using an energy efficient, dry method, a wide range of products will include high-quality cement that will go to the most important construction projects in Uzbekistan: power plants, road junctions, airfield pavements, residential, office and commercial buildings. Product quality takes into account the high requirements for seismic stability of buildings in the region.

“The new enterprise will become the key link in the cluster of building materials that we are creating on the basis of Ahangarancement, and the most ambitious initiative in this project. The plant's capacity is 3 million tons of cement per year, and the republic will receive the first batch of products from it already in mid-2020. This production will become the flagship of the cement industry and a powerful support for the growth of the economy of Uzbekistan, said Mikhail Skorokhod, president of the Eurocement Group holding company.”

It will be the largest in Central Asia and the most modern enterprise in the CIS with full automation of production, low energy consumption and minimal environmental impact.

The leading positions of the plant are guaranteed by the choice of the contractor – the industrial group CNBM, the world leader in the field of cement engineering and cement production – and the equipment of the enterprise with high-tech equipment from leading European manufacturers.

Uzbekistan delegation to visit Germany

On November 7-8, 2018, Uzbekistan delegation led by Minister of Foreign Affairs Abdulaziz Kamilov will visit the Federal Republic of Germany.

At the meetings with Federal Foreign Minister Heiko Maas, other officials of Germany, preparations for the forthcoming Uzbekistan – Germany summit, prospects for development of bilateral cooperation, current international and regional issues will be discussed.

Within the framework of the visit, it is planned to hold the next round of inter-MFA political consultations.

Delegation of the Senate of the Oliy Majlis of Uzbekistan to visit Russia

On November 6-8, 2018, delegation of the Republic of Uzbekistan led by the Chairman of the Senate of the Oliy Majlis Nigmatilla Yuldashev will pay an official visit to the Russian Federation.

The program of the visit includes negotiations in the city of Moscow with heads of chambers of the Federal Assembly of the Russian Federation, participation at the meeting of the Commission on Cooperation of the Senate of the Oliy Majlis and the Council of Federation of the Federal Assembly, a roundtable of business representatives of the two countries in the Chamber of Commerce and Industry dedicated to deepening Uzbekistan – Russia cooperation in trade-economic sphere.

It is also planned to hold a meeting with compatriots living in Russia.

Meeting with the Ambassador of Cyprus

On November 6, 2018, the Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Cyprus with a residence in Moscow, Leonidas Markides.

Accepting the credentials of the Ambassador, the Minister congratulated him on the beginning of the diplomatic mission in Uzbekistan and wished him fruitful work.

At the meeting, the sides discussed the state and prospects of development of Uzbekistan – Cyprus relations, paying particular attention to strengthening and further developing cooperation in promising areas, including in Uzbekistan – European Union format and at the sites of international organizations.

The parties also reviewed the progress of joint work on expanding the legal framework of relations, noting their interest in preparing and signing bilateral agreements on cooperation in trade-economic, investment, transport-communication fields, in the fields of culture, education, science and sports.

Views were also exchanged on some issues of international and regional politics.

How Secure is the Rule of Law in the Country?

The Ijtimoiy Fikr Center for the Study of Public Opinion, in accordance with the Strategy of Action, conducted a sociological survey on the reform of the judicial and legal system. Its purpose is to identify the level of public awareness in this direction, as well as to study opinions on the level of ensuring the protection of the rights and freedoms of citizens in the country.

The study showed that it is important for the citizens of the country that the main goal of legal reforms is to ensure the rule of law and order in the country, increase the effectiveness of the system of combating crime and preventing crime, strengthening the role of the judiciary in protecting the rights and legitimate interests of citizens, strengthening the authority and true independence of the courts, in effectively ensuring the protection of the rights and freedoms of citizens and improving current legislation.

According to the respondents, judicial and legal reform is increasingly penetrating the process of renewing the life of the state and society, positive results have been achieved in increasing the rights and freedoms of citizens, access to justice, reducing bureaucratic obstacles, ensuring security and justice.

The public opinion is dominated by the conviction of citizens that in the coming years even more tangible positive results of the reform in this direction will be achieved: people believe that in the future the general rule of law will prevail in society, the rights, honor and dignity of citizens will be fully and comprehensively protected , universally approved and ensured the priority of human rights and freedoms; results will be achieved in countering corruption and ensuring the true independence of the judiciary.

The survey revealed a high level of protection of the rights and legitimate interests of citizens from all kinds of encroachments. 94.5% of respondents noted that they feel their legal security from possible violations of the rights and infringements of their legitimate interests. Monitoring of the results of surveys for 2017-2018 revealed that the indicators of legal protection of citizens remain consistently high.

According to the absolute majority of citizens, basic constitutional human rights are guaranteed and protected by the state in Uzbekistan, protection of the honor and dignity of people is guaranteed, equal rights for all to receive education, work, social security, obtaining qualified medical services, creating a family, reproductive right are created , freedom of religion, the ability to comply with national traditions and customs, the right to property.

The public opinion poll showed that the National reception offices of the President of the Republic of Uzbekistan have an important role in the observance of the constitutional rights of citizens and social justice in society. The majority of respondents (72.5%) in case of violation of their rights and infringement of legitimate interests apply for help to the People’s Receptions of the President of Uzbekistan, which, according to citizens, have become a nationwide institution for a relatively short period that protects the interests of ordinary citizens and strengthen the rule of law.

In case of violation of rights and legitimate interests, 59.4% of citizens turn for help to citizens’ assemblies (mahallas) at their place of residence.

The study revealed that residents of the republic know the text of the Basic Law of the state quite well: the majority (66.4%) read the Constitution of the Republic of Uzbekistan. Those surveyed who responded that they are well aware of the content of the Basic Law are dominated by those with higher education, military personnel, law enforcement officers and students. At the same time, it was revealed that 31.6% of respondents are not sufficiently familiar with the text of the country's Constitution.

Citizens expressed the opinion that the constitutional legislation as a whole is not static and cannot be recognized as unchanged. Like the entire legal reality, the legal base is constantly in dynamics, undergoing changes in the course of the development of society, undergoes improvement, new institutions appear in its structure, reflecting the development of political, economic and social relations. Citizens believe that possible changes and additions to the existing constitutional system allow us to improve and optimize the Constitution, taking into account modern requirements and international standards in justice.

The study showed that the number of citizens in the country is growing; trying to live by the law, solve problems that arise, without violating the current legislation. In the opinion of citizens, to further increase the importance of respecting the rule of law in society, it is necessary to form a legal culture, create an atmosphere of intolerance to any manifestations of violations of the law, human rights and freedoms, increase access of the population and civil society institutions to information related to decisions affecting interests of citizens, the adoption of new laws, changes in legislation.

According to respondents, on the one hand, in order to further improve the legal culture of the population, people’s desire to live and solve problems arising, it is necessary to educate citizens on legal issues, on the other hand, to strictly monitor the implementation of laws and punish them for violation. Citizens assign a large role to educational work, considering it to be a more effective means than penalties. According to survey participants, it is necessary to strengthen legal education in educational institutions, including preschool ones, in organizations and the media.

According to every second respondent, positive changes are observed in the character, style and form of work of law enforcement agencies and human rights organizations. At the same time, respondents in most regions, regardless of material, social and age characteristics, note that they feel the effectiveness of the ongoing reforms in this area, which significantly affects the provision of social justice in society, the protection of the rights and freedoms of citizens.

The survey results show that in 2016-2018, Uzbek public opinion changes the attitude towards the law enforcement system. Assessing their work, citizens of the country note that it is moving to a new level in terms of the style and nature of the activity, the professionalism of employees, the fulfillment of their professional duty, and the protection of the honor and dignity of citizens.

In general, the results of the survey showed that citizens of the country support the program of the Strategy of Action, which has a positive impact on the activities of the judicial and legal system, contributes to the improvement of professionalism of employees in this sphere, promotes the growth of citizens' confidence in the judicial and legal sphere and is aimed at further democratization and liberalization of state power and governance, ensuring the rule of law.

Uzbekistan to hold biennial international festival of folk applied arts

Kokand will host the International Festival of Applied Arts once every two years, Kun.uz correspondent reports referring to the presidential decree.

The first festival will be held on September 10-15, 2019. Within the framework of this festival, it is planned to organize a scientific-practical conference titled “Prospects for the development of craftsmanship and folk applied arts”.

Famous masters and craftsmen, specialists, scientists, historians, as well as honored guests from foreign countries will be invited to the festival.

As part of the event, on the territory adjacent to the central square of Kokand city, it is planned to organize expositions devoted to different areas of folk applied arts, with a demonstration of ancient craft machines and the process of manufacturing products, exhibition-sales of handicrafts, works of fine and applied art, as well as themed feature films and documentaries, books, albums and photos.

In addition, the festival will display collections of national costumes, presentations of satirist-comedians and theatrical performances of high-rope entertainers with the participation of professional and folklore creative teams.

It is expected that a detailed roadmap on the organization of the first International Festival of Folk Applied Arts should be ready by mid-November.
