Tashkent should be an example in everything

The President of the Republic of Uzbekistan Shavkat Mirziyoyev is becoming acquainted with socio-economic life of Yunusabad district in Tashkent city, prospective plans of entrepreneurs.

President Shavkat Mirziyoyev was presented information about the investment plans of Tashkent city for 2018-2019. Thus, in two years, it is planned to implement 417 projects in the capital and create more than 25 thousand jobs. In particular, it is planned to implement 38 investment projects in Yunusabad district in 2019.

President Shavkat Mirziyoyev noted that Tashkent has wide economic opportunities, the capital should be an example in all spheres. He gave instructions on further increasing foreign investments, creation of new enterprises and increasing tax revenues.

President Shavkat Mirziyoyev visited the construction site of Yunusabad metro line on October 26.

Construction activities are carried out on Turkiston and Yunusobod stations, as well as laying tunnel between them.

The tunnel is built in a closed way, for this purpose, Herrenknecht tunnel boring machines were brought from Germany. This heavy machine was assembled in May-September. Specialists improved their skills in Germany for working with machines. Tubing manufacturing workshop for attaching tunnel walls has been commissioned by Kuprik Qurilish Trust.

The President inspected this technical complex and gave recommendations to responsible persons regarding appearance and infrastructure of stations.

During the construction of transport communications, it is necessary to take into account further development of the city and ensure convenience for all, the President noted.

In accordance with the decrees and resolutions of the President of Uzbekistan, large-scale activity is also being carried out in Tashkent city for developing a system of preschool education, expanding the network of kindergartens and strengthening their material and technical base.

Preschool education institution No.74 in Bogishamol makhalla of Yunusabad district this year was reconstructed and acquired a modern look. Classrooms are equipped with beautiful, interesting and developing equipment. The kindergarten received a new dining and sports hall.

Today, the kindergarten brings up 375 children.

The President got acquainted with conditions created in the kindergarten and talked with workers.

Spirituality, knowledge, health of children are in the first place for us. Therefore, the state pays great attention to preschool education and this is just the beginning. Your task is to recognize children’s special talent, to give children a good education, said Shavkat Mirziyoyev.

Information on the status of preschool education institutions in the city of Tashkent and projects for their development was provided. The Head of the state approved proposals and noted the need for building new kindergartens based on public-private partnerships, expanding the coverage of children and achieving hundred-percent result in the future.

A conversation via video conferencing was held with the leadership of Bucheon University of South Korea.

The President gave gifts to kindergarten children.

On October 26, President Shavkat Mirziyoyev became familiar with the project of this modern business center.

In accordance with the resolution of the Head of the state “On measures of creating modern business centers “Business city” in the territories of the republic” of August 2 of this year, this complex is planned to be located on a plot of 45.5 hectares in Otchopar-2 makhalla of Yunusabad district. It will consist of shopping malls, offices for business, parks, entertainment facilities, housing and other facilities.

According to preliminary calculations, the project cost amounts to $500 million, it is scheduled to be implemented in 2019-2023.

The President noted that when building a new business center, it is necessary to take into account the terrain, to use advanced international experience. He gave instructions on attracting foreign investors, experienced designers and builders to the construction.

Presentation of proposals on management of apartment buildings of Yunusabad district, developed based on the experience of the Russian city of Kazan, was also held here.

They envisage improving the maintenance of apartment building by organizing professional service companies, strengthening the material and technical base and ensuring economic sustainability.

The President noted that this system should be introduced in the district this year, each house should be covered by services of service companies and provided with benefits.

Without conducting innovative, scientific and organizational work in the complex, this sphere will lag behind the times. There will be no quality until public services are transferred to private enterprises. If there is no quality – there will be no stable receipt of payments. Improving the work in this sphere, making the calculations clear, we will change the situation and achieve people’s satisfaction, the Head of the state said.

President Shavkat Mirziyoyev visited the Amilov confectionery factory.

The enterprise with a project cost of 62 million dollars was organized on the site of the former Tashkent paint and varnish factory. After the reconstruction of the factory building, the enterprise was put into operation on October 5 of the current year. Here modern equipment is installed from countries such as Germany, Switzerland, Italy, Austria, and the Netherlands. It employs almost 830 people.

The company produces about 50 thousand tons of confectionery per year. 60 types of products such as chocolate, candy, cookies, waffles are produced here.

Previously, such products were mainly imported. Confectionery products of the Amilov due to their inexpensive relative to foreign analogues price and quality quickly took a strong position in the domestic market. As a result, the import of such products into the country has decreased by forty percent. Moreover, the company intends to export products worth 10 million dollars a year.

The Head of the state gave instructions on expanding production capacity of the enterprise, increasing the number of such factories, localization of production of other types of imported products.

President Shavkat Mirziyoyev held a meeting at Uzexpocentre with participation of khokims, responsible persons and heads of sectors of the city of Tashkent and Yunusabad district, and chairmen of makhallas.

Measures for development of the economy of Yunusabad district, further improving the social infrastructure in 63 makhallas, and increasing the welfare of the population were identified.

It was noted that there is a need for development of roadmaps for each of the 38 projects planned for 2019 in the field of industry and provision of services, with specific indication of initiators and funding sources.

Instructions were given on organization of new productions on the basis of 332 unused facilities and land plots identified as a result of the inventory, increasing in budget revenues and household incomes.

Tasks have been identified for solving urgent social problems, improving the maintenance and public services of the housing stock, and preparing facilities for autum/winter season.

Chemical Technology Center to be established in Uzbekistan

The Center for Chemical Technologies will be established in Uzbekistan on the basis of the Tashkent Scientific Research Institute of Chemical Technology and Uzkimyosanoatloyiha.

President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On measures to accelerate the development of the chemical industry of the Republic of Uzbekistan”.

The center will be created in collaboration with the Korean Chemical Technology Research Institute (KRICT) of the Research and Design Institute.

The head of Uzbekistan instructed the State Investment Committee, Uzkimyosanoat and the Ministry of Foreign Affairs of the Republic of Uzbekistan to secure the attraction of the Eximbank loan through EDCF (Republic of Korea) in the amount of US$50 million and grant funds to organize the Center’s activities.

Uzkimyosanoat, together with the State Committee on Investments and the Ministry of Finance, within two months was entrusted to submit to the Cabinet of Ministers proposals on the organization of the Center’s activities with the definition of sources of financing.

Uzbekistan plans to attract more than $ 3.5 billion in foreign investment in 2019

If by the end of 2017, the volume of foreign direct investment in other sectors of the economy (excluding the volume of Uzbekneftegaz) decreased by more than twice compared to 2016 and amounted to $ 423 million, then by the end of 2018 the growth of this indicator (excluding Uzbekneftegaz) is expected to be more than 4.2 times up to reach $ 1.7 billion, and in 2019 it is expected to double to reach $ 3.5 billion.

Such indicators have been achieved through the implementation of cardinal measures aimed at improving the economic situation in the country and liberalizing legislation in the field of entrepreneurial activity.

Specialists of the State Investment Committee are confident that with the current scale of the economy of Uzbekistan and its comparison with developing and transition economies, the annual volume of foreign direct investment should be in the range of $ 4-12 billion.

Over the past 20 years, the volume of foreign direct investment and non-guaranteed loans in the economy of Uzbekistan amounted to $ 25.3 billion, of which $ 11.8 billion (47%) were attracted over the past 5 years.

The average annual volume of investments mastered in the republic remains at the level of $ 2-2.5 billion (less than 4% of GDP), which is lower than the average for countries with transition economies ($ 3.4 billion), as well as data from individual CIS countries (Kazakhstan – $ 15- 20 billion, Azerbaijan – $ 5-8 billion, Belarus – $ 3-6 billion).

Over the past 5 years, foreign direct investment was attracted mainly to the oil and gas industry (73%), electric power industry (2%), to the field of information technologies and communications (6%), remaining insignificant in other sectors of the economy. For example, in the light and textile industry it is about 1%, the automotive industry has 0.2%.

Meeting with Turkey’s MFA delegation

On October 26, 2018, the Ministry of Foreign Affairs of the Republic of Uzbekistan hosted a meeting with the delegation of the Ministry of Foreign Affairs of the Republic of Turkey led by the Director General for Bilateral Cooperation with Eastern Europe, the Caucasus and Central Asia Şefik Vural Altay.

Issues related to implementation of the agreements reached during the state visits of President Shavkat Mirziyoyev to Turkey in October 2017 and President Recep Tayyip Erdogan to Uzbekistan in April-May this year, and subsequent high-level bilateral contacts were discussed.

It was emphasized that the historically established strong ties between the two countries and people, the mutual desire to expanding cooperation at the current stage is an important prerequisite for further developing Uzbekistan – Turkey strategic partnership.

The parties also discussed the schedule and agenda of the forthcoming joint activities.

Special attention was paid to cooperation in trade-economic, investment and transport-communication sectors, where positive experience of mutually beneficial cooperation is jointly accumulated. In particular, the parties noted with satisfaction the dynamic growth of mutual trade turnover, which in January-September 2018 exceeded 1.52 billion USD, which is 40% more than the figure for the same period of the last year. At the same time, the existence of reserves and new opportunities for building up cooperation in these areas was confirmed.

The sides exchanged views on implementation of joint cultural and humanitarian projects.

International and regional issues, including prospects for peace process in Afghanistan were also considered at the meeting.

On the same day, a regular round of Uzbekistan – Turkey inter-MFA political consultations was held.

Inter-MFA Consultations in Tashkent

On October 26, 2018, In accordance with Uzbekistan – Russia Cooperation Program between the Ministries of Foreign Affairs of the two countries for 2018-2019, inter-MFA consultations on the issues of information support of foreign policy and work with the mass media was held in Tashkent.

Delegation of Russia’s Ministry of Foreign Affairs was led by Director of Information and Press Department Maria Zakharova.

The sides discussed cooperation issues on working with the mass media, exchanged experience.

On the same day, the Russian delegation held a meeting with UWED teachers and students.

Uzbekistan delegation attended the session of the Sixth Committee of the UN General Assembly

On October 22-26, representatives of the Consular and Legal Department of the Ministry of Foreign Affairs of the Republic of Uzbekistan attended the 73rd Session of the Sixth Committee (on legal issues) of the UN General Assembly, during which the debate on reports of the International Law Commission and the UN International Court of Justice, as well as a meeting of the heads of legal services of Ministries of Foreign Affairs of member states was held.

Issues of progressive development and codification of international law, as well as ensuring the rule of law in international relations were discussed in a multilateral format.

In particular, special attention was paid to such issues on the agenda as jus cogens (peremptory norms of the IL), identification of norms of international custom, immunity of state officials from foreign criminal jurisdiction, temporary application of treaties, subsequent agreements and practice with regard to interpretation of treaties and others.

Following the meeting, the sides considered draft resolutions of the UN General Assembly, which are planned to be adopted in December 2018.

Uzbekistan delegation visited Iran

On October 21-24, 2018, the delegation of the Republic of Uzbekistan led by the Special Representative of the President for Afghanistan Ismatilla Irgashev visited the Islamic Republic of Iran.

During the visit, the delegation got acquainted with transport-communication projects, implemented on the border with Afghanistan, especially, infrastructure of Khaf – Herat new railway line, as well as, Chabakhar seaport capabilities.

Meetings and negotiations were also held with leadership of the Ministry of Foreign Affairs and Iran Railways Organization.

The sides discussed ways of contributing to solution of the Afghan problem, in particular, launching inter-Afghan peace negotiations, as well as prospects for cooperation in implementation of infrastructure projects in Afghanistan.

Aral: Turning the Dried out Seabed into Forests

An international gastronomic festival “99 Meals from the Aral Fish” and an international eco-festival “Restoration of the Aral and Muinak” have taken place in Karakalpakstan.

As part of the festivals, various events and conferences were organized.

In particular, the I. Savitsky Karakalpak State Museum of Arts hosted an international scientific conference on the theme “Southern Aral, a territory of innovative development”. It was attended by scientists, environmentalists, members of the general public and journalists.

“In the coming years, the dry Aral will not be filled with water,” said Professor Makhsut Ibrahimov, professor of Berdakh Karakalpak State University. “Maybe in the future the sea will recover. But we do not know it. However, effectively using the available opportunities, we can turn the dried bottom into forests. Under what condition does the plant world grow well? If there is an animal world that eats vegetation. The Ustyurt plateau and the Kyzylkum desert are very poor in vegetation. The reason is that the animals that eat it disappear. And therefore, as an experiment, in the Muynak district at the bottom of the dried Aral Sea, it is necessary to organize an animal husbandry for 1,000-2,000 heads of cattle. First of all, there will be jobs, and this will serve to improve the welfare of the population. In addition, at the bottom of the dried sea vegetation will increase, which will prevent salt storms. At events like today, different opinions on this matter are discussed.”

The conference participants noted that the most beautiful places in Karakalpakstan are found precisely near the Aral and on the Ustyurt Plateau, and suggested developing ecotourism here.

In the framework of the festival, the Berdakh Karakalpak State Academic Musical Theater staged a performance based on the work by Chingiz Aitmatov “A Pied Dog Running the Edge of the Sea”.

In the branch of the State Museum of History and Culture of the Republic of Karakalpakstan – in Muynak Eco-Museum, as well as on the shores of Lake Kuksu, the opening of the international gastronomic festival “99 Meals from Aral Fish” was held.

The event was attended by numerous guests from various regions of our country, as well as tourists from Russia, France, Germany, Poland and other countries. Chefs from different corners of Uzbekistan prepared a variety of dishes that were evaluated by jury members. Artists performed national songs and dances, artisans showed their products at an exhibition organized here.

Then the events moved to the regional center, where the international eco-festival “Restoration of the Aral and Muinak” took place. The participants got acquainted with the works on the theme “Aral in My Destiny” by famous Karakalpak artists, as well as students of children’s schools of music and art.

The winners of the gastronomic festival were also awarded here. Oltina Zaripova from the Chimbai district of Karakalpakstan proved second to no one in the competition “The best cook”, and the second place went to Farhad Navvozov from the city of Urgench, Khorezm region, while Khalifa Zhaparova from the Muynak district of Karakalpakstan came third. In the nomination “The best restaurant”, the first place was awarded to the restaurant “Ata makan” in the Nukus district of Karakalpakstan, the second prize went to the restaurant “Karakalpak tagamlari” in the Ellikkala district, and the third place was taken by the restaurant “Karakalpagim” in the city of Nukus.

Winners and active participants of the international eco-festival “Restoration of the Aral and Muynak” also were rewarded by various prizes and gifts.

The Young Olympians’ Success

The Argentinean capital Buenos Aires has hosted the 3rd Summer Youth Olympic Games. Members of the national team of Uzbekistan earned five gold, four silver and seven bronze medals in these prestigious competitions.

Representatives of state and public organizations, athletes, parents of Olympians, journalists festively met the triumphant youths at the Islam Karimov Tashkent International Airport.

At the III Summer Olympics, our boys and girls competed well with 4 thousand peers from 206 countries. It would not be an exaggeration to say that our athletes, who won in the sharp, uncompromising competitions, surprised the world community with their skill, courage and perseverance.

Under the leadership of President Shavkat Mirziyoyev, special attention is paid in Uzbekistan to the development of sports, in particular children’s, to attracting young people to healthy lifestyle, promoting physical culture and sports.

As a result of the work carried out, physically and spiritually mature athletes are brought up who are able to properly defend the country’s honor in world arenas and compete on a par with representatives of countries with developed sports.

All this was again demonstrated at the Olympics in Buenos Aires. In this prestigious sports forum, 37 of our athletes took part in competitions in 16 sports.

...Long-awaited minutes have arrived – with the proudly raised flags of the Motherland; the athletes descend from the plane at the Tashkent airport. The melodies of carnais and surnais echo each other with repeated exclamations: “Uzbekistan!” On the waiting area with the feelings of excitement and joy, the athletes are met by parents, relatives and friends. On the faces and in the words of those who meet, there is a sincere sense of pride: “Well done, dignified children of a strong country, may victory always accompany you!”

At the Olympic Games, gold medals were secured by Jaihunbek Nazarov in mixed judo competitions, Kumushkhon Faizullaeva in weightlifting competitions, Gulbahor Fayzieva in rowing and canoeing, Umidjon Jalolov in freestyle wrestling, and Abdumalik Khalakov in boxing.

“We are happy that we are returning home with good results,” said A. Khalakov, world champion in boxing among juniors, winner of the 3rd Summer Youth Olympic Games. “We are immensely grateful to the President for the attention and care for the development of sports, the creation of conditions for the preparation of sports youth capable for deciding victories in international arenas.”

Silver medalists were brought by Ulugbek Rashidov in taekwondo competitions, Muhammadkodir Toshtemirov in weightlifting, Islom Abdusalomov in rowing and canoeing, Shohida Ahmedova in women’s wrestling.

Bronze medals were brought to the piggy bank of our national team by Nilufar Yermagambetova in judo competitions, Indira Ulmasova in mixed competitions in artistic gymnastics, Dolera Davronova in weightlifting, Muhammadrasul Rahimov in freestyle wrestling, Jahongir Rahmonov and Temur Merjanov in boxing, and Dildora Alikulova in karate.

“The athletes raised the standing of Uzbekistan and once again demonstrated that nobody in the strong and talented generation of our country is in any way inferior to that of any country,” said Dilmurod Nabiyev, Minister of Physical Culture and Sports of the Republic of Uzbekistan. “Their results at such a prestigious sports forum indicate that there are gifted young men and women in the country who can ensure a bright future for Uzbek sports.”

And the first place in the team event was confidently taken by the young athletes of Russia, who won 59 medals of various denominations, including 29 gold. In the second and third places were China and Japan, respectively. The national team of Uzbekistan, although it has updated its record in the number of medals, could not get into the top ten teams.

The next summer Youth Olympics will be held in Dakar, Senegal, in 2022.
