Summit of the CIS in Dushanbe
On September 28, the meeting of the Council of Heads of States of the Commonwealth of Independent States kicked off at Kohi Somon Palace, in Dushanbe.
The meeting is attended by Presidents of Uzbekistan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Azerbaijan, Russia, as well as Deputy Chairman of the Cabinet of Ministers of Turkmenistan and Chairman of the CIS Executive Committee – Executive Secretary.
Heads of states held negotiations in a narrow format.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev addressed the event. The Head of the state noted that CIS confirms its relevance of dynamic changes taking place in the world, strengthening global challenges and threats, acting as an important platform for strengthening multifaceted cooperation.
Last year was the beginning of a fundamentally new stage in Uzbekistan’s activities within the CIS. Uzbekistan has joined more than 10 bodies of sectoral cooperation, covering such areas as economy, energy, science and innovation, fight against crime. Since the beginning of 2018, the trade turnover between Uzbekistan and CIS countries has been growing rapidly.
Uzbekistan’s initiatives serve to development of cooperation between the CIS countries in trade-economic, transport-communication, cultural-humanitarian and other spheres.
President Shavkat Mirziyoyev focused on current and perspective directions of expanding multilateral cooperation.
The President of Uzbekistan confirmed Uzbekistan's readiness to hold the next meeting of the CIS Council of Heads of States in 2020.

Following the meeting, the Statement of the Heads of States of the CIS Member States on the occasion of the 70th Anniversary of the adoption of the Universal Declaration of Human Rights of December 10, 1948, the CIS Convention on Cooperation in the Exploration and the Use of Outer Space for Peaceful Purposes, the Plan of main events for preparation and celebration of the 75th Anniversary of Victory in the Great Patriotic War 1941-1945, the Interstate Program of Joint Measures to Combat Crime for 2019-2023, the Cooperation Agreement in Combating Information Technology Crimes and other documents have been signed. A decision was taken on declaring 2021 as the Year of Architecture and Urban Planning in the CIS.
The issue of the next country to chair the CIS was considered. According to the general decision, Turkmenistan will chair the Commonwealth of Independent States in 2019.
A number of other documents aimed at strengthening cooperation between the CIS countries have been adopted.

The President of the Republic of Uzbekistan Shavkat Mirziyoyev has ended his visit to Tajikistan.
On September 27, the Head of the state met with the President of the Republic of Tajikistan Emomali Rahmon. Presidents visited a number of facilities in the cities of Dushanbe and Tursunzade.
On September 28, Shavkat Mirziyoyev attended the meeting of the Council of Heads of States of the Commonwealth of Independent States.
On the same day, the delegation of Uzbekistan departed for Tashkent. The Prime Minister of the Republic of Tajikistan Kohir Rasulzoda has seen off the President of Uzbekistan at Dushanbe International Airport.

Uzbekistan celebrates Teachers and Mentors Day
A solemn event dedicated to October 1 – Teachers and Mentors Day was held in Turkiston palace, in Tashkent.
The congratulatory message of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to teachers and mentors of the country was read by the Advisor to the President H.Sultanov.
At the solemn event, the Prime Minister of the Republic of Uzbekistan A.Aripov and Advisor to the President of the Republic of Uzbekistan A.Abduvakhitov solemnly presented badges of honorary titles, orders and medals of the country to a group of teachers and mentors for their significant contribution to improving the education system based on the requirements of the time, successful implementation of reforms in this sphere, fruitful work in teaching the younger generation the basics of science and modern professions, educating in the spirit of love for the Motherland and devotion to the ideas of independence, as well as for active participation in public life.
Winners of the traditional republican competition “The best teacher of the year”, conducted by the Ministry of Public Education, were also awarded. They were awarded diplomas and memorable gifts.
– During the trips to different parts of the country, our President thoroughly becomes acquainted with conditions created for upbringing and educating youth, quality of education in schools, activities of teachers, their attitude towards work, – says the Honored Youth Teacher of the Republic of Uzbekistan, Director of the specialized secondary education school No. 33 of Shumanay district Tamara Seydametova. – Such great attention and care call us to be always attentive and vigilant, selflessly working, feeling with all our heart responsibility for upbringing and qualitative education of youth. This award is not only mine, but also of the entire teaching staff, the whole school.
A STATE VISIT OF THE PRESIDENT OF UZBEKISTAN TO INDIA
Uzbekistan, India to strengthen trade and economic ties
President of Uzbekistan Shavkat Mirziyoyev will pay a state visit to India on Sept. 30. Ahead of his scheduled visit the Indian side, in association with Embassy of Uzbekistan in New Delhi and Confederation of Indian Industry (CII), organized “India-Uzbekistan Business Forum” at Hyatt Regency Hotel on Sept. 28.
The business forum was attended by over 150 Uzbek representatives from different ministries and leading business circles of both countries. To further promote bilateral trade relations between Uzbekistan and India an exhibition of Uzbek products titled “Made in Uzbekistan” was displayed at the event.
Mr. Suresh Prabhu, Minister of Commerce & Industry, chaired the meeting in which Deputy Prime Minister of Uzbekistan Sukhrob Kholmurodov, Chairman of Chamber of Commerce Adkham Ikramov, Director General at CII Chandrajit Banerjee and Chairman of CII Central Asia Committee & Vice Chairman at SUN Group Shiv Khemka took part. The meeting considered partnership in various fields.
Addressing the attendees, Mr. Suresh Prabhu highlighted the importance of cooperation between the two countries in trade, tourism and investment spheres. He further stated that the upcoming visit of the President of Uzbekistan should be a transformative landmark visit and start a new chapter in Indo-Uzbek relations.
“Uzbekistan used to be a part of the silk route and now we would like to be linked by a silicon route, which we are currently conceptualizing,” Mr. Suresh Prabhu said.
He reiterated India’s unwavering support for Uzbekistan in all endeavors of bilateral development and assured Uzbek representatives that India would succor Uzbekistan with programs of skill training.
Expressing his deep gratitude for the cordial welcome and hospitality, Deputy Prime Minister Sukhrob Kholmuradov said, “Relying on our shared values, we are striving to further strengthen Indo-Uzbek relations. We want to develop mutual trade and investment contacts between our countries across various spheres of industry and services. We have taken decisive steps to create a favorable investment climate and these, I believe, will ensure the future of bilateral cooperation.”
Following the meeting, the sides reached agreements on more than 50 investment projects, whose total value is around $ 3 billion. These projects will be implemented in Uzbekistan by Indian businesses in the near future.

Senate approves law “On State Customs Service” in a new edition
The senators approved a Law of the Republic of Uzbekistan “On State Customs Service” in a new edition.
The law is aimed at improving the legal framework for activities of customs authorities, creating additional legal mechanisms for the reliable protection of citizens’ rights and freedoms, as well as participants in foreign economic activities.
In accordance with the law, the main tasks of the State Customs Service of the Republic of Uzbekistan determine the protection of rights and freedoms and legally protected interests of individuals and legal entities, monitor compliance with customs legislation, prevent, identify and suppress violations of legislation, including smuggling.
At the same time, the law defines new tasks for customs authorities in implementation of crime prevention, improving the legal culture of citizens, regular monitoring of the effectiveness of the risk management system, the use of modern information and communication technologies and control technology, development of priority directions for the development and improvement of customs, monitoring of foreign trade operations, etc.
The main principles of their activity are legally fixed: legality, unity, openness and transparency, observance and respect for the rights, freedoms and legitimate interests of individuals and legal entities.
It was noted that the law envisages additional rights and duties of employees and determines the detailed procedure and conditions for the service: admission to service, assignment, demotion and deprivation of special ranks, appointment and release, training, retraining and advanced training, etc. The measures of legal and social protection of customs officials are also specified.
Speakers underlined that the law will help strengthen the guarantees of legal actions related to the fulfillment of obligations by customs officials, further improving their material and social protection.
Senate approves a law “On private employment agencies”
The Senate of the Oliy Majlis of Uzbekistan approved a law “On private employment agencies”.
The law envisages expansion of employment opportunities for the population of Uzbekistan both in the country and abroad, the clear regulation of the mechanisms for interaction between public services and the private sector of employment, definition of the procedure and conditions for the provision of employment services, including the rights and obligations of private employment agencies, looking for work.
The law sets the powers of the Ministry of Employment and Labor Relations of the Republic of Uzbekistan in the field of regulating the activities of private employment agencies.
In accordance with the norms of the law, state agencies and other organizations provide assistance to private employment agencies in attracting to implementation of programs and projects, aimed at ensuring employment of the population, including abroad, development of public-private partnership in the field of employment of the population.
Uzbek Senate ratifies three international agreements
