Ministry of Transport to be created

On August 28, 2018, the President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting on the issues of improving management in the sphere of road transport, development of international cooperation, expanding the scale of transport services.

As it is known, in accordance with the resolution of the President of March 6, 2018, the Uzbek Agency for Automobile and River Transport was reorganized. The Road Transport Infrastructure Development Program for 2018-2021 was adopted. Within the framework of its implementation, more than 50 routes for passenger transportation have been opened, 9 bus stations have been built, 82 new buses have been purchased. Bus traffic has been established along five international routes – to Kazakhstan, Kyrgyzstan and Tajikistan.

Existence of a number of problems hampering the development of the sphere were noted at the meeting, tasks to continue intensive reforms, provide modern transport services on inter-district and inter-city routes, between district centers and remote villages were defined.

Instructions were given on improving the infrastructure and system of transport services on routes between villages and cities, districts and on long-distance routes.

At the meeting on the issues of improving management in the sphere of road transport, the Head of the state noted the need for transferring the functions for coordinating activities of transport services to private operator-dispatchers on the basis of public-private partnership.

Private operator-dispatchers, having a license and winning tenders, on a contractual basis will unite the entities of rendering transport services in the corresponding regions or on routes, thus creating a single platform.

It is planned to transfer 10 115 bus stops, 17 bus stations, owned by the state, to private operator-dispatchers.

In this regard, the Cabinet of Ministers of the Republic of Uzbekistan, relevant ministries and agencies were instructed to introduce this system before December 1 of this year.

According to estimates, there are 2 buses in Uzbekistan for every 10 thousand people. However, more than 30 percent of routes in the regions are inactive. Only 6 percent of the total volume of international passenger traffic (which serve 12 buses with the need for 200 buses) is carried out by legal carriers.

In connection with this, it is necessary to organize 13 auto enterprises, to purchase 400 buses in the current year, and by the end of the next year – 780 buses of Isuzu.

At the meeting held by the President of the Republic of Uzbekistan Shavkat Mirziyoyev on August 28, issues of involvement of private sector in the system of cargo transportation and establishment of rendering freight forwarding services were considered. This will allow legalizing the activities of unofficially acting carriers, creating convenience for them and customers.

To this end, the Cabinet of Ministers should adopt an appropriate resolution on drastically reducing licenses and permits for freight carriers, establishing activities of private freight forwarding organizations.

During the discussion of issues of increasing competitiveness in the transit cargo transportation market, the fact that domestic carriers account for only 11 percent of export-import and transit cargo transported through the territory of Uzbekistan, as well as undeveloped infrastructure along the main roads, insufficient fuel stations and hotels was criticized.

Tasks were set for concluding additional agreements with foreign countries and large companies on transportation of goods through Uzbekistan, accelerating the use of the Trans-Afghan, Transcaucasian, Trans-Chinese and other highways, organizing joint ventures with cargo carriers, joining international documents in the sphere, developing relevant draft law.

At the meeting on the issues of improving management in the sphere of road transport, noncompliance with the requirements of procedures for setting tariffs for the provision of passenger transportation services was noted. The gap in the tariffs for bus transportation between the regions is 1.7 times, and in tariffs of fixed-route taxis – more than 6 times.

The Cabinet of Ministers, the Ministry of Finance, the Uzbek Agency for Automobile Transport and the State Competition Committee have been instructed to improve the procedure for state regulation of tariffs for the provision of passenger transportation services.

The need for accelerated introduction of information and communication technologies in the field of transport services was noted. Reception of fare is still carried out by an outdated system. The fact that in the city of Tashkent the introduction of an electronic payment system for travel has been slowing down for the third year already was criticized.

At the meeting, issues of improving the infrastructure and the system of transportation of passengers in the capital were discussed. At the bus stops in Tashkent there are no electronic displays with a schedule of bus traffic, free Internet, there is no video surveillance in buses and corresponding mobile applications. To improve the situation, it is necessary to develop a draft concept for a cardinal renewal of the passenger transport system in the city of Tashkent.

It was noted that the Uzbek Agency for Automobile Transport has not yet established the implementation of integrated state policy on development of transport sector. Therefore, it is necessary to organize a state body that will coordinate activities and implement a unified state policy in the sphere of road, rail and air transport, metro and river transport.

Responsible persons have been instructed to introduce proposals on organization of the Ministry of Transport.

Navbahor Bent on Ambitious Projects

The effects of extensive reforms carried out in our country can be seen also in the Navbahor district of Navoi region, with worthwhile contribution to the national development with its natural resources, high tourism potential and advanced agrarian sphere.

In accordance with the Program of Socio-Economic Development of Navoi Region in 2018-2019, a total of 53 projects worth 340.2 billion soums (currency rates of CB RU from 29.08.2018, 1$= 7827.23 soums) are being implemented in the district. Their realization will deliver almost 410 new jobs. In order to meet the instructions of President Shavkat Mirziyoyev voiced during his trip to the region on March 2 this year, internal opportunities were revised and 29 projects worth 35.3 billion soums were additionally worked out. This means that 100 new jobs will be created mainly in the manufacturing industry, agriculture and services.

To date, 21 projects have been implemented with a total cost of 28 billion soums and 127 new jobs have been created. Thus, for example, the company Paradise Garden plans to invest 40 billion hectares of grape plantations on the basis of drip irrigation technology and create 15 new jobs with the attraction of 2 billion soums. Grape cuttings have already been planted on 16 hectares; the remaining areas are ready for planting. This company also provides for the construction of a winery in cooperation with Ms Holdings of South Korea. A contract was signed for the purchase of equipment worth € 448,000 from the Italian company Della Toffola Spa. The project will secure permanent employment of 25 people.

Significant efforts are undertaken to attract local and foreign tourists, to further develop this sphere. Additional measures have been developed to organize multi-dimensional farms and enterprises “Sarmishsoy-Navoiy”, “Mukhabbat Boghi”, “Olmosbek Tinchligi”, “Uchtut Javohir Toshlari”, to provide new tourist services. With the implementation of these schemes, an opportunity will be created for simultaneous provision of services to more than 500 tourists.

The pride of the district’s people is the natural-historical monument Sarmishsai – one of the first centers of civilization, where more than 7 thousand ancient rock paintings survived. Revival of the history of the region on the basis of the study of these drawings, reflecting the initial stage of human civilization, will serve as an important factor in enlightening the young generation with a sense of national identity. In the near future, it is planned to improve the amenities for visitors to the ancient gorge.

The district is rich in historical monuments, and therefore you always encounter a lot of tourists here. In order to increase their flow this year, efforts are under way on the improvement works for 2.4 billion soums. The limited liability company “Sarmishsoy-Navoiy” has built and modernized 45 modern cottages for 200 beds.

The focus in the district is on expanding the processing and export of agricultural products. The recently established LLC Bobur Bunyodkor, the Navbahor Agro Omad farm, the private enterprise Navoi Bio Plus are engaged in this work. They export agricultural goods to Russia and Kazakhstan. In order to boost the volumes of exports, Silk Road Construction and Technologies and Imkon Premium Auto Oil are allocated 100 hectares of land for the cultivation of walnut, almonds and pistachios on the basis of drip irrigation technology.

Four refrigerating warehouses with a capacity of 1,625 tons operate in the district for high-quality storage of products. Another facility with 1,000 tons of capacity with a design cost of 2 billion soums is currently being completed.

Work is underway to establish industrial enterprises and to effectively use local raw materials. In this direction, an important role is played by the adopted decrees and resolutions aimed at developing small business and private entrepreneurship in our country, supporting their activities, and stimulating the use of production facilities. In particular, due to the investments of the regional road enterprise in the amount of 5.2 billion soums, the construction of an asphalt plant is actively under way.

Seven decisions by railway company in favor of tourism

It was proposed to withdraw the requirement to provide a copy of tourist passports when buying train tickets. It is due the fact that it is not always possible to present a copy of passports because of the late formation of a tourist group or the prohibition in the legislation of individual countries to provide a copy of passport to third parties.

From 1 September 2018, when receiving group applications for booking seats and issuing travel documents, the requirement to prove a copy of passport is disregarded. But the approved list with following data in two copies is still in force in accordance with the established procedure, that is, name of the passenger, passport data, date of birth, country of residence.

There was also a recommendation to increase the stop time of high-speed trains on the Tashkent-Bukhara-Tashkent route in Samarkand from 5 to 10 minutes to create favorable conditions for the landing of large tourist groups in the legendary city.

Starting from 20 August 2018, the by-stops of Tashkent-Bukhara-Tashkent trains 762/761, 766/765 at the Samarkand station is extended to 10 minutes.

Session participants considered the issue of creating a special division at the reservation department, to be engaged in booking train tickets for corporate entities, including for tourist companies, providing it with landline telephone and other means of communication.

From 15 August 2018, specialized cash desks to service tourist organizations are available at the advance-booking ticket office of the Tashkent Central Station. In addition, a regular unit has been established at the reservation department for working with applications of travel organizations.

At the Tashkent Central Station they plan to open 4 cashiers for the service of tourist organizations. Booking and issuing tickets will be in one place. Also, a system for accepting applications of tour agencies in electronic form will be introduced.

The meeting participants also discussed issues related to the abolition of additional fees when paying for a railway ticket by transfer, which are not applied in case of purchasing electronic tickets by means of bank cards and cash.

From August 14, 2018, the charging of an additional fee for each place issued from the reservation has been canceled.

Also, the possibility of repairing the Nasaf, Registon, Sharq trains with the creation of comfortable conditions, the air conditioning system, which will significantly reduce the load of the Afrosiyob train, was also considered.

Currently, at the Tashkent Train Repairing Construction Plant, works on repair and modernization of 5 sedentary cars for 240 seats is expected to be introduced. These coaches are planned to be put into operation before the end of September 2018. The seats will be sold only to travel companies in cases of lack of places for high-speed trains Afrosiyob.

There was a proposal to introduce a system of issuing group travel documents and to accelerate the introduction of comprehensive online sales of railway tickets, since after purchasing electronic tickets, tour operators must fill out strict reporting forms, directly at the railway ticket offices.

The decision taken envisages that a system of extracting group travel documents on one form will be introduced from 1 September 2018.

Today, Uzzheldorpass personnel are working toward the development of a new project on the introduction of advanced information technologies into the system for the realization of travel documents; in particular, it is possible to open a single window for corporate entities for processing travel documents on a web resource without the participation of third parties.

The travel agencies expressed the opinion about the need to establish a high-speed service in the direction Tashkent-Bukhara-Khiva.

According to officials, negotiations are currently underway with the Spanish company TALGO and the Korean HYUNDAI for the purchase of new electric trains to run along the Tashkent-Bukhara-Khiva route.

To date, road construction works have been completed on the Urgench-Khiva section of the railway. In full swing are the efforts to construct edifices (Khiva station, 3 hotel complexes and Khiva Lokomotiv Park).
