Society

Social Evil and How to Combat It

The Ijtimoiy Fikr Center for the Study of Public Opinion has conducted a sociological survey “Countering human trafficking in the mirror of public opinion”. The research sought to reveal the level of citizens’ awareness of the problem of trafficking in human beings, the causes and consequences of crimes related to this evil, people’s opinions on the effectiveness of measures taken to combat the phenomenon.

Trafficking in human beings is a global problem that affects the lives of millions of people in almost all countries of the world. Roughly violating human rights and freedoms, it turns into victims of men, women and children, makes them the object of exploitation, brings physical and moral suffering, deprives life.

An important tool in countering trafficking in human beings is raising public awareness about this problem of modern world society. In order to prevent illegal employment abroad and, as a result, the entry of citizens into traffickers’ networks, a wide campaign has been launched in Uzbekistan using various forms of propaganda to inform the public not only about the specific facts of committing crimes related to trafficking in human beings, but also their negative consequences.

The public opinion poll revealed a high level of awareness of citizens about the existence of such crimes as trafficking in human beings: the absolute majority of respondents noted that they knew about this problem. It is noted that the population of all regions of the country has enough information about this.

The overwhelming majority of the population (93.2%) noted that the main source of information on crimes related to human trafficking was state television. Citizens are in need of more complete, in-depth, quicker and more comprehensive information about cases of trafficking in human beings and related problems.

The people of Uzbekistan consider crimes related to human trafficking as a serious threat to national security. Citizens in all regions of the country, in urban and rural areas, men and women, regardless of age, social origin and level of education, are convinced of this. In the course of the survey, respondents noted that human trafficking is an urgent global problem that threatens a peaceful life and has negative consequences for both exploited persons and society as a whole.

As the study showed, information about cases of getting our compatriots into the network of traffickers, causes an emotional negative reaction among the residents of the country. Participants in the survey noted that they were experiencing “anger and indignation towards traffickers”, “the desire for their fair punishment”. Victims of trafficking in human beings evoke in the people of our country “compassion and pity”, “desire to help”.

At the same time, the majority of respondents (76.2%) believe that people themselves are to blame for falling into labor or sexual slavery. Such an assessment is based on the conviction of citizens that victims of forced exploitation bear full personal responsibility for their situation, which they fall into due to their own imprudence, credulity, low level of self-esteem, and the desire for quick earnings.

The participants in sociological research are assigned to the family an important role in preventing slavery. In their opinion, it is she who is responsible for the education of children, the acquisition of their profession, the upbringing in children of certain qualities, such as independence, self-esteem, intolerance of all manifestations of violence and encroachments on one’s own honor and dignity.

The survey showed that citizens who do not have a profession with a low level of education and legal knowledge are at risk of falling into the network of traffickers, aimed at quick earnings, by nature trusting, insecure, and amenable to someone else's influence. Respondents especially note such a risk factor to become a victim of human trafficking, as ignorance of the language of the country to which the migrant leaves to work.

According to the results of the study, the main spheres of labor activity in which citizens were subjected to forced labor are construction and agriculture, sexual services, care for domestic animals.

The assessment revealed that among the population of our country who have been trafficked, there are more men than women. Most often, people found themselves in the network of traffickers in the process of leaving for illegal labor migration, when they applied for help in finding employment abroad to an unfamiliar person.

According to the respondents, whose friends or relatives were trafficked, the reason for the incident was the trustfulness of the victims, the low level of their education and legal culture, the illegal way of their migration to labor migration.

The poll noted that in recent years, the number of respondents making independent attempts to rescue a member of their families from slavery has decreased, which is explained by the effectiveness of the work of state and law enforcement agencies in uncovering crimes related to trafficking cases and the return of injured citizens to their homeland, the activities of the Interagency Commission on Trafficking Counteraction. The effectiveness of this work has increased with the introduction of the institution of Public Receptions of the President of Uzbekistan.

The majority of participants in the study are convinced that the fight against human trafficking is a matter for the whole society, and citizens are ready to assist state and law enforcement bodies in combating this phenomenon. The effectiveness of this struggle, citizens believe, will be achieved only in close cooperation and with the active support of civil institutions and the people themselves. In the opinion of the respondents, the counteraction to trafficking in persons should consist in timely informing the relevant authorities of the known cases of trafficking in persons, as well as criminal acts, such as recruiting citizens for illegal work in another country.

The opinion of the survey participants about the most effective measures to prevent people from entering labor or sexual slavery was revealed. An important role in the prevention of cases of trafficking in human beings is given to respondents conducting explanatory work with the population, raising the level of the legal culture of citizens, informing potential labor migrants about the dangers. In the opinion of the respondents, the creation of new jobs in all regions of the country and the organization of legal labor migration, as well as the implementation of more stringent control by the relevant bodies for our compatriots who have left for work in another country, will reduce the risk of people falling into the network of criminals.

The survey showed that the priority areas outlined in the Strategy of Actions, ensuring the implementation of human interests, will guarantee successful reforms in the fight against trafficking in human beings in the interests of the security of the country and every member of society. For the most part, the inhabitants of the country realize the importance and urgency of this problem and express their desire to actively assist in the struggle to eradicate this social evil.
