On April 19, the ceremony of commissioning the Kandym Gas Processing Complex took place in Bukhara region.
Uzbekistan has rich hydrocarbon reserves, which allow carrying out long-term projects. It is estimated that one third of all mineral resources in Central Asia is located on the territory of Uzbekistan, the country is among the world’s 20 leading gas producers.
The Kandym Gas Processing Complex was erected within the framework of the Production Sharing Agreement for the Kandym Field Group, Kandym, Khauzak, Shady and Kungrad sites in cooperation with the Russia’s Lukoil company.
It should be noted that construction of the Kandym Gas Processing Complex was completed 8 months ahead of schedule. Exactly two years ago, on April 19, 2016, the launching ceremony of construction of the complex was held. About 10 thousand employees and specialists took part in construction of the complex and its infrastructure. More than 2 thousand jobs were created after putting the plant into operation.
The complex includes gas production and processing systems, two gas processing plants, terminals for loading and transporting products, gas mains, engineering and energy systems. The gas comes from 114 wells connected to two gas gathering points.
Minister of Energy of the Russian Federation Alexander Novak, Lukoil President Vagit Alekperov, representatives of diplomatic corps, state and public organizations, workers and engineers of the plant, youth, representatives of domestic and foreign mass media attended the ceremony.
The Head of the state noted that activities carried out within the framework of the Action Strategy serves the consistent development of leading industries, actively attracting foreign direct investment in the fuel and energy sector. In particular, the Kandym Gas Processing Complex is another bright embodiment of cooperation between Uzbekistan and Russia.
The congratulatory message of the President of the Russian Federation Vladimir Putin was read by the Minister of Energy of this country Alexander Novak.
The President of the Lukoil Company Vagit Alekperov, engineer of Kandym Gas Processing Complex Shakhzod Kurbonov, and veteran of the oil and gas industry Komil Fozilov noted that this historic event for Uzbekistan, the emergence of a complex, which can be called a miracle in the desert, became possible due to the ongoing reforms in the country on development of the economy of regions, improvement of well-being of people.
The launch of the Kandym Gas Processing Complex started a new stage in development of gas fields in Uzbekistan. Development of the oil and gas industry, which is one of the leading in the country, will serve the economic growth and further improvement of well-being of people.
The Head of the state got acquainted with the technological process, visited the laboratory and the central control room.
President Shavkat Mirziyoyev during a trip to Bukhara region held a meeting with khokims of the region and districts, heads of economic associations. At the meeting, execution of tasks set during the visit of the Head of the state to the region on February 16-17 this year, was discussed.

The national artist of the word, ‘Russian’ by language, Kyrgyz by descent, Tatar by mother, universal in thinking, humanist by spirit - who is it? Lovers of reading are not mistaken and immediately recognized in it the world-famous Chingiz Aitmatov, the author of philosophical works and novels published in more than a hundred countries of the world.
His talent was well defined by Rasul Gamzatov: “Chingiz Aitmatov is a talent of world meaning; he is the heritage of all Soviet culture. But he is a Kyrgyz writer, and he expressed the soul of his people much brighter and more accurately than others who hold on to traditions as for a camouflage gown.” And indeed it is. Aitmatov developed national traditions for the sake of affirming their supreme international essence. The more fully and deeper the writer reflected the life of his people in its universal and national significance, the greater contribution he made to the cause of the common artistic progress of mankind.
It is not without reason that there is an opinion: one who is indifferent to his people will not be able to understand and love the soul of other peoples. Aitmatov was always a supporter of this opinion. He was in constant search of new characters, new destinies, did not restrain himself in love and anger. Condemnation of the slightest manifestations of nationalism is a red thread through the works of the writer. He demonstrates on living examples how national limitations doom a person to self-destruction, loss of vital, joyful stimuli. All his creativity Aitmatov advocates friendship and unity of peoples, stands for the education of a high sense of internationalism.
Describing it as a phenomenon, researchers write: “In his destiny, as in a mirror, reflected a whole century, our Kyrgyz age, its dramas and tragedies, his ups and downs. As a writer, as a citizen and personality for Kyrgyzstan, he became the brightest and most voluminous expression of its all-round revival, its socio-cultural renaissance.”
Comparing Aitmatov to Dostoevsky, the Honored Art Worker, Professor Andrei Zolotov writes: “If the hero of Dostoevsky claims that beauty will save the world, the heroes of Aitmatov seem to say: The world will save Love. And one does not contradict one another, it is connected with one another by a deep connection...” Indeed, heartfelt interest is one of the most attractive of its features as a writer. Describing one of the early novels of Aitmatov’s Jamila, the outstanding French writer Louis Aragon enthusiastically responded: “Before I say everything I think about Jamila, I must note that I consider this work the most beautiful story in the world of love... Here, in this arrogant Paris, Paris of Villon, Hugo and Baudelaire, in Paris of kings and revolutions, Paris is an eternal city of art, where every stone is associated with a legend or history, in the city of lovers... in this Paris that saw everything, everything I read everything, I experienced everything, I read Jamila - not Verter and Berenice, nor Anthony and Cleopatra and not sentimental education... And the images of Romeo and Juliet, Paolo and Francesca, Hernani and Donji Sol have faded... for I met with Daniyar and Jamila who took me to the third year of the war, to the August night of 1943, somewhere in the Kurkurei Valley, to the mazhars with grain and the boy Seit telling their story...”
With the acclaimed Jamila, Chingiz Torekulovich participated in the first conference of writers of Asia and Africa, held in Tashkent in 1958. Ever since, he has been an invariable participant of conferences, symposiums, festivals, various celebrations that took place in our republic.
In his books, articles, he highly praised the First President of Uzbekistan, was friends with many scientists, cultural workers, writers, journalists of our country.
And then years later, the current President Shavkat Mirziyoyev approved by his decree the actions for extensive celebration in Uzbekistan of the 90th anniversary of the birth of the great writer and public figure Chingiz Aitmatov. A street in Tashkent will be called after his name, a bust of the writer will be installed in a school in Parkent, various events will take place. It is planned to hold a scientific conference “Chingiz Aitmatov and Uzbek Literature”, thematic meetings and literary evenings in schools, universities, military units and labor collectives with the participation of famous poets, writers and scientists.
In the second decade of December, the Uzbek National Academic Drama Theater will host a creative evening dedicated to the memory of an outstanding writer. Probably, it will be one of the most interesting evenings where you can talk endlessly about the talent of the Person who wrote the following words: “It is impossible to take the homeland, you can carry only grief, if the homeland could be dragged along like a sack, the price would be worthless to it”. Yes, you are right, this “Plakha” is a strong, disturbing novel, which has great educational value, especially for the younger generation. Today it is as relevant as ever, and it is today, when our world is full of threats and challenges, I want to subscribe to every word of Aitmatov: “There is no man more evil and more dangerous than a man’s self-love. A child’s conscience is in man, like an embryo in a grain; without germ the grain will not germinate.”
A man who has lived a beautiful life, leaves beautifully. At the end of his life Aitmatov wrote a novel, which became some kind of his farewell word. “When the mountains are falling,” it turned out as a kind of continuation of “Plakha”, and as a lament for the past era.
Speaking about this era, Osmonakun Ibraimov, a literature researcher, singled out five fates of the fate of the twentieth century: the first is Soviet power, the second is the cultural and educational revival, the third is territorial delimitation; the fourth is independence without war and blood; the fifth is the Aitmatov phenomenon.
When the writer died, they said about him: the last troubadour, lost in the ages, left the Kyrgyz Arion, left glorified love and enchanted by the beauty of existence. And saddened at the sight of all the tragic imperfections of the son of man.
In 1990-1994, Aitmatov served as Ambassador of the USSR and Russia in Luxembourg. In 1994-2008, he was the Ambassador of Kyrgyzstan in the Benelux countries, NATO and the European Union. Aitmatov was the founder of the international movement Issyk-Kul Forum, the Vice-President of the Academy of Creativity (since 1992), the Trustee of the Eternal Memory to the Soldiers Foundation, the President of the Assembly of the Peoples of Central Asia (since 1995), the Academician of the Academy of Russian Literature (1996), member of the Club of Rome, a full member of the European Academy of Sciences, Arts and Literature and the World Academy of Sciences and Arts.
The Writers’ Union of Uzbekistan recently hosted a meeting of the organizing committee to discuss the implementation of the resolution of the President of our country Shavkat Mirziyoyev “On the extensive celebration of the 90th anniversary of the great writer and public figure Chingiz Aitmatov”.
Chairman of the Writers’ Union M. Ahmadov noted in particular that the resolution as a sign of high respect and honor to the great literary figure, a big friend of Uzbekistan, is of immense importance in cementing the friendly and good-neighborly relations with the Kyrgyz people, enhancing cooperation in literature and culture.

Meeting with the delegation of Turkey
Delegation led by Deputy Minister of Interior of the Republic of Turkey Ahmet Avşar met with the First Deputy Minister of Internal Affairs of the Republic of Uzbekistan Davron Nazarmukhamedov.
D.Nazarmukhamedov told the delegation members about the fundamental reforms implemented in the internal affairs bodies, activities on introduction into the sphere of information and communication technologies.
Ahmet Avşar thanked for the warm welcome and noted that the decision taken by Shavkat Mirziyoyev on simplifying the visa regime for citizens of Turkey became an important step towards further strengthening traditionally friendly ties between people of the two countries.
Information on activities of the Ministry of the Interior of Turkey on crime prevention was presented at the meeting. Views were exchanged on development of cooperation in the sphere.
The sides held an expert meeting on developing a mechanism of interaction between the parties and draft international treaties. Proposals on establishment of a mechanism for bilateral cooperation in the spheres of education, ensuring security and crime prevention has been developed.

Uzbekistan: Actions Strategy and Social Policy
The Federation of Trade Unions of Uzbekistan has said is holding an international conference “Strategy of Actions and Strong Social Policy: International Practice and Uzbekistan’s Experience” on April 24-26 with participation of partner organizations. Local and international media were briefed in the National Press Center of Uzbekistan earlier this week about the forthcoming event.
The journalists were provided with information about the aims of the forthcoming forum, its content, recommendations for the results of the conference. In particular, it was noted that preparations for this international conference are held at a high level.
The trade unions reminded at the briefing that in the process of reforms under the leadership of President Shavkat Mirziyoyev, great emphasis is placed on robust targeted social protection of the population.
The idea of holding this international conference drew full-hearted support from the International Labor Organization, the International Trade Union Confederation, the European Regional Council of the International Trade Union Confederation, and the International Employers’ Organization. Representatives of these authoritative international institutions and trade union centers of foreign nations, the diplomatic corps accredited in Uzbekistan, experts and scientists from more than 30 countries are expected to attend the conference, the organizers informed.
The end result expected from the international conference is to widely familiarize the participants with the systemic reforms spearheadeded at the initiative of the President of our country and on the basis of the Strategy of Actions along Five Priority Areas for the Development of the Republic of Uzbekistan in 2017-2021, as well as their positive effects. At the same time, the prospects are to be determined for further development of social partnership between trade-union organizations, the Chamber of Commerce and Industry and other institutions of civil society.
Within the framework of the forum, foreign participants are anticipated to visit Samarkand, Bukhara and Tashkent regions. Experts from abroad will have an opportunity to witness – in the example of ordinary citizens’ lives – the effects of the vigorous social policy pursued in our country in the interests of the individual.
The conference will turn into an international platform for a constructive discussion of the proposals, opinions and experiences of the forum participants who are directly involved in solving social and labor problems. Its holding in this format demonstrates the openness of Uzbekistan to the international community, its readiness to study and implement the international best practice.

By late 2019, more than 50 standard-design cinemas are projected to be erected across Uzbekistan.
To date, three standard designs for cinemas: summer, as well as a one-story and two-story buildings have already been approved. The latter two types are to have two halls, each of which designed for about 50 seats.
“Currently we are studying as to what equipment these cinemas should be outfitted with. Obviously, it will meet the requirements of the times. To organize the activity of the cinemas, a special rental center will be set up to provide them with both national and world premieres. For this it will receive a small interest from the owners of the facilities,” said the chief of the technical department at the Uzbekkino Agency Bahodir Muhamedov.
At the same time, according to him, the number of cinemas can significantly increase, as issues related to funding the project are being solved. The specialist added that the main donor will be the National Bank of Uzbekistan, which will issue preferential loans to entrepreneurs willing to begin construction of these facilities.
“Loans will be granted at the 7% preferential interest rate. The businessperson who is assigned the funds in the bank will build the facility in accordance with one of the standard designs and equip it in line with approved standards. In the future, there will be an integrated ticket system, ticket sales via the internet and mobile applications,” Muhamedov pointed out.
Worth recalling that the President of Uzbekistan approved last August a number of measures to support and further develop the national cinematography, including the parameters of the state order in the field for the coming years. Thus, for example, it is planned to fund 20 full-length motion pictures in 2018, and 30 such films annually starting from 2020.
In addition, funds from the state budget will be allocated this year for the production of 20 documentary, popular science, educational-methodological films, almanacs, newsreels, and 25 in 2019, while 30 annually from 2020. The animation industry will not be left aside either: this year the government plans to finance the production of 15 cartoons, and 50 starting from 2022 annually.

Undiscovered Treasures of Uzbekistan
Describing the unusual travels of the Norwegian tourist K. Lindgren, the authoritative British paper Daily Mail notes that he visited 97 countries and took a huge amount of stunning photographs. Refusing to travel to famous places, which are already known all over the world, Lindgren created his own blog UnusualTraveler. In one of the entries of this blog, he notes that he found the treasure - the Aral Sea.
And there are hundreds of such notes on the internet. Against this background, we ask ourselves whether we know about such a treasure. Do foreign tourists know that that is probably the only place in the world where you can find a real ship graveyard? Unfortunately, the answer is not always positive.
Uzbekistan is truly a unique country. There are more than 7.3 thousand objects of cultural heritage. At the same time, there are a lot of objects that have not yet been fully explored. So, in the Beruni region of Karakalpakstan there is a complex of Sultan Uwais-Bobo. According to local legends, this Yemeni shepherd Uwais al-Qarani who lived here and in honor of whom this place was named, became famous for his activity in collecting and studying hadith. He never saw the Prophet, but he was a very devout person. The rumor about him reached the Prophet Muhammad, and four of his companions brought him clothes. Later followers of Sultan Uwais built a symbolic mausoleum in his honor and turned it into a place of worship (still you can see a stone on which, according to legend, there was a trace from the shin of Sultan Uwais). Currently, pilgrims come here from various regions of Uzbekistan, as well as from Turkmenistan and Kazakhstan.
However, the article in Wikipedia about Uwais al-Qarani in English (which often becomes the main source of information for potential tourists) does not even mention Uzbekistan nor the Beruni district. At the same time, it noted that complexes and mosques have been erected in honor of Sultan Uwais in Syria, Oman and Turkey. Probably, the authors of Wikipedia are simply not aware of the fact that Sultan Uwais is directly related to Uzbekistan. And this is our fault. We could not show the world the connection of Uvays al-Qarani with our country. But this place could become a place of attraction for tourists. We could attract thousands of tourists from Muslim countries. Moreover, even the own population of Uzbekistan is poorly informed about this. It can be noted with certainty that there are dozens of such places in our country.
Perhaps some of us still underestimate the importance of tourism. Thus, according to the UN World Tourism Organization, in 2016 the contribution of tourism to the world economy amounted to $ 7.6 trillion, which exceeds 10% of global GDP. The number of tourists in the world reached 1.2 billion. The tourism industry creates one of 10 jobs on the planet. In turn, the number of tourists who visited Uzbekistan in 2017 exceeded the 2.5 million. This is 24% more than in 2016. At first glance, this is a good indicator. However, if we compare it with, for example, Georgia (with a population of 3.8 million people in 2017 it was visited by more than 7.5 million people), it becomes clear that in the tourist sphere we need to do a great job. And it has already begun.
In his Address to the national parliament, the President of Uzbekistan Shavkat Mirziyoyev stressed the need for the development of pilgrimage, ecological, educational, ethnographic, gastronomic and other types of tourism. He proposed to develop a program of ‘small hajj’, consisting in pilgrimage to holy places and familiarization with monuments of Samarkand, Bukhara and Tashkent. Sultan Uwais could become one of the pearls of this program. In addition, the Presidential Decree “On Additional Organizational Measures to Create Favorable Conditions for the Development of Tourism Potential of the Republic of Uzbekistan” was signed, according to which our country, from February 10, 2018, introduces a 30-day visa-free regime for citizens of seven countries: Israel, Indonesia, Republic of Korea, Malaysia, Singapore, Turkey and Japan. Thus, the total number of countries for whose citizens the visa-free regime will operate will reach 16.
Moreover, Uzbekistan will actively develop the program for the development of domestic tourism “Travel around Uzbekistan!” It provides for the organization of tourist and excursion tours around the country's regions for students of educational institutions, workers of different organizations, socially vulnerable categories of the population, pensioners, war and labor veterans, and as well as representatives of the older generation, young families, activists of citizens' gatherings, women’s and other public associations.
Important is the Decree of the President of Uzbekistan on the establishment of additional non-working days during the celebration of official dates and the postponement of days off in 2018. In order to ensure rational use by employees of the days of continuous rest, stipulated by the decree, specific measures are envisaged for organizing family vacations, including the formation of domestic tourism routes and the introduction of discounts for transport and hotel services to employees and their families who wish to visit the cultural and historical centers of our country, spend an extended weekend in the holiday homes and boarding houses of the republic.
It should be understood that domestic tourism, in addition to economic, plays an important moral, educational and patriotic role. Guests and residents of the region touch the national culture, get acquainted with the monuments of nature, history, architecture. It is important not only to attract tourists to Uzbekistan, but also to acquaint Uzbek people with familiar but not always known places, help them to go through the ways of Alexander the Great in Samarkand, touch the shrines of Bukhara, bow their heads before the memory of Jaloliddin Manguberdi, visit places sung by Navoi and Babur.
At the same time, the development of tourism programs of cities and regions can not be achieved only through the efforts of state authorities. To ensure their realization and work, it is necessary to fully involve the business community, the public and academia in these processes. If such a symbiosis takes place, the tourist industry will develop.
