Shavkat Mirziyoyev signed a Decree "On measures on radical improvement of system of the Ministry of Foreign Affairs and strengthening of its responsibility for the implementation of priority directions of foreign policy and foreign economic activity".

The new version should provide priority directions for the development of bilateral and multilateral cooperation between the Republic of Uzbekistan and foreign partners, based on the medium - and long-term interests of the country in the socio-political, socio-economic and other spheres.

Shavkat Mirziyoyev signed a Decree "On measures on radical improvement of system of the Ministry of Foreign Affairs and strengthening of its responsibility for the implementation of priority directions of foreign policy and foreign economic activity".

The Ministry of Foreign Affairs according to the document is mandated to work out the draft concept of the foreign policy activity of the Republic of Uzbekistan (new edition).

The new version should provide priority directions for the development of bilateral and multilateral cooperation between the Republic of Uzbekistan and foreign partners, based on the medium - and long-term interests of the country in the socio-political, socio-economic and other spheres.

A presidential decree dated April 5, 2018 approved measures to radically improve the system of the Ministry of Foreign Affairs and strengthen its responsibility for the implementation of priority areas of foreign policy and foreign economic activity.

The most important directions of reforms in the system of the Ministry of Foreign Affairs are:

first, a fundamental revision and improvement of the legal framework of the activities and organizational structure of the Ministry of Foreign Affairs and foreign institutions of the Republic of Uzbekistan with an emphasis on the promotion of "economic diplomacy”;

second, the strengthening of the coordinating role of the Ministry of Foreign Affairs in the implementation of the unified foreign policy and foreign economic activity of the Republic, as well as clear regulation and differentiation of tasks, functions and powers of relevant ministries, departments, public authorities in the field in this direction;

third, the introduction of new approaches and methods in the activities of the Ministry of foreign Affairs and foreign institutions of the Republic of Uzbekistan, aimed at the expansion and diversification of exports of domestic commodities, works (services), attraction of investments, advanced technologies and tourist flows in the country;

fourth, the active use of the tools of "public diplomacy" in promoting a positive international image of Uzbekistan, primarily through strengthening the work on systematic and targeted information interaction with national and foreign expert communities, the media, public and scientific circles;

fifth, the formation and implementation of mechanisms to ensure real protection of the rights and legitimate interests of citizens, maintaining a comprehensive dialogue with compatriots abroad, their active involvement in the implementation of trade and economic, cultural, humanitarian and social projects and programs;

sixth, the establishment of an effective system of internal planning and control, simplification of the procedure and forms of reporting, the formation of criteria for assessing the effectiveness of the Ministry of Foreign Affairs and foreign institutions of the Republic of Uzbekistan;

seventh, the fundamental review of personnel policy in the Ministry of Foreign Affairs and foreign institutions of the Republic of Uzbekistan through the introduction of advanced and transparent organizational and legal mechanisms of selection, training, retraining and advanced training, rotation and formation of a promising reserve of diplomatic personnel;

eighth, the improvement of material incentives and social protection of employees of the diplomatic service, creation of decent conditions for their effective work;

ninth, strengthening the material and technical base of the system of the Ministry of Foreign Affairs with the broad introduction of modern information and communication technologies in order to improve the system of public services, as well as promoting the interests of the country in the global information space.

Salaries of employees of universities and research institutes set to increase by an average of 25%

This resolution provides to increase the basic salaries of the teaching staff of 81 universities and researchers of 136 research institutes starting September 1, 2018.

President Shavkat Mirziyoyev adopted a Decree "On measures to improve the system of remuneration of employees of higher education and research institutions of the Republic".

This resolution provides to increase the basic salaries of the teaching staff of 81 universities and researchers of 136 research institutes starting September 1, 2018.

The increase in the base salaries will be differentiated, where the priority granted to the employees having scientific degrees and titles. The average increase in base salaries will comprise 25%.

Uzbekistan intend to abolish corporate income tax, reduce VAT rate

A draft concept for reforming the tax system has been published in Uzbekistan.

The document says that the transition to medium-term tax planning and strengthening of guarantees of stability of the tax legislation, increasing investment attractiveness of the republic is one of the key priorities of reforming the tax system.

One of the key priorities is to reduce the level of tax burden on business entities, eliminate imbalances in the level of tax burden between large and small businesses.

Uzbekistan also plans to optimize the number of taxes by unifying and combining taxes, which have a similar tax base, as well as reducing and simplifying tax reporting, and minimizing operating expenses.

In particular, the concept proposes to abolish the corporate profit tax (with the exception of commercial banks and insurance organizations), with the establishment of the procedure according to which businesses will pay dividend tax at a rate of 25%. The tax will be paid only paid dividends.

It is also proposed to reduce the VAT tax rate from 20 to 12%, with the extension of the obligation to pay it to all categories of taxpayers, including individual entrepreneurs with turnover of over 1 billion soums (currency rates of CB RU from 06.04.2018, 1$= 8 100,92 soums), and creation of a full tax offset system, the specification of the taxable base.

There will be no VAT payments on sales of agricultural products and certain food products produced in the republic, in order to prevent the growth of prices for them.

The authors of the concept also propose to carry out an inventory and cancel ineffective benefits for the payment of VAT, including import of goods.

The concept proposes to abolish all compulsory payments levied in state trust funds from the turnover (proceeds) of legal entities.

The document also proposes to combine the tax on personal income, unified social payments and insurance premiums of citizens to the non-budgetary Pension Fund under the Ministry of Finance of the Republic of Uzbekistan in a single tax on personal income with a flat scale of taxation of 25%.

According to the document, the system of simplified taxation procedure will also be abolished.

Uzbekistan intends to introduce a system, in line with which small businesses are legal entities, which have an annual turnover less than 1 billion soums: they are not VAT payers and pay a turnover tax (revenue) of 5%.

It is proposed to reduce the tax burden for property tax of legal entities by gradually reducing the rate (in 2019 to 2.5% and to 2021 to 1%) and excluding objects of taxation of industrial buildings and structures.

In stages, the types and rates of excise tax on the excisable goods produced in the Republic of Uzbekistan and imported excisable goods will be unified, and types of excise tax will be reduced.

The concept also suggests measures to reform the tax administration system in Uzbekistan.

Information message on the 32nd meeting of the Council of the Regional Anti-Terrorist Structure of Shanghai Cooperation Organization

On April 5, 2018, the thirty-second meeting of the Council of the Regional Anti-Terrorist Structure of Shanghai Cooperation Organization (RATS SCO) was held in Tashkent under the chairmanship of the Kyrgyz Republic. It was attended by delegations of competent authorities of the Republic of India, the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan and the Executive Committee of the RATS SCO.

During the meeting, projects of the Cooperation Program of the Shanghai Cooperation Organization member states in the fight against terrorism, separatism and extremism for 2019-2021 and the report of the RATS SCO Council to the Council of Heads of the SCO member states on activities of the RATS SCO in 2017 were approved.

Information was considered on the progress of implementation in 2017 of the Cooperation Program of the SCO member states in the fight against terrorism, separatism and extremism for 2016-2018, the decisions of the RATS SCO Council, as well as the implementation of the Joint measures of competent authorities of the SCO member states on counteracting recruitment into terrorist and extremist organizations of persons serving sentences in places for deprivation of liberty in the territories of the SCO member states.

The results of the joint anti-terrorism exercise of competent bodies of the SCO member states on identifying and suppressing the use of the Internet for terrorist, separatist and extremist purposes “Xiamen – 2017” were approved. A decision was taken on holding in 2018 a joint border operation of the SCO member states.

Threats to SCO member states that originate outside of international terrorist organizations were discussed. The sides reached an agreement on strengthening cooperation between the competent bodies of the SCO member states.

The drafts of memorandums of understanding and cooperation of the RATS SCO with the Executive Directorate of the UNSC CTC and the UN Office of Counter-Terrorism have been approved in order to develop international cooperation in the fight against terrorism.

Decision was taken on holding in the fourth quarter of 2018 of the Sixth scientific practical conference on cooperation of the SCO member states and observer states at the SCO in the sphere of countering international terrorism and extremism.

A positive assessment to activities of the Executive Committee of the RATS SCO over the past period has been given.

A number of officials of competent bodies of the SCO member states and officials of the SCO Executive Committee were awarded with the Council’s Diploma and the Memorable Badge of the RATS SCO for the personal contribution to the development of activities of the RATS SCO and strengthening interaction between the competent bodies of the SCO member states.

Decisions were taken on issues of organizational, personnel and financial support for activities of the Executive Committee of the RATS SCO.

An agreement was reached on holding a regular meeting of the RATS SCO Council in October 2018 in the territory of the Kyrgyz Republic.

The meeting of the Council was held in a businesslike, constructive and friendly atmosphere.

A grandiose festival “Nasreddin Afandi” and “Sharq Taomlari” (Meals from the East) has taken place in the old part of Bukhara

On April 1, in the old part of Bukhara, a grandiose festival "Nasreddin Afandi" and "Shark Taomlari" was held. The day of laughter was not accidentally chosen as the date of the event: the famous cunning Afandi is famous for his sparkling humor. The festival gathered a huge number of participants, and a variety of entertainment did not let them get bored.

The festival was organized by the State Committee of the Republic of Uzbekistan for Tourism Development in conjunction with the hokimiyat of the Bukhara region, as well as the Union of Youth of Uzbekistan and the Uzbek-Japanese Center in Bukhara.

The celebration of the day of laughter was extensive: from Lyabi Hauz to the Arch, artists were performing, craftsmen were trading, pokara was preparing and music was playing. During the festival, guests could see theatrical performances with the participation of Afandi himself, taste a variety of dishes within the framework of the exhibition "Dishes of the East", in which not only the chefs from Uzbekistan, but also from Turkey and Japan took part. Among other things, the guests watched the performances of rope walkers, circus performers, and also witnessed the launch of a balloon. And, what is most interesting is to climb up on this balloon to survey the neighborhoods of Bukhara from a bird's-eye view.

From the morning until evening the music was thundering, at the same time dancing ensembles performed in several places, all sorts of souvenirs and national products were presented to the attention of tourists, which are so popular in Uzbekistan and abroad.
