Discussion of the execution of the Localization Program and the import reduction plan
On February 21, President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting devoted to the analysis of the ongoing activities on reducing the volume of imports and expanding production of localized products, determining the most important tasks in this direction.
This was reported by the Press Service of the President of the Republic of Uzbekistan.
Earlier, on April 19, 2017, a meeting was held on these issues, where specific measures were identified on optimizing the volume and range of imports through expansion of localization. In accordance with them, a number of activities were carried out last year.
In particular, within the framework of the Localization Program, production to 9,9 trillion sums has been produced. Products for $512 million or 20 percent more than in 2016 were exported. The output of 100 new types of products was mastered, imports in basic industries decreased by $353 million.
The Head of the state, considering the implementation of the Localization Program and the import reduction plan, criticized the shortcomings. It was noted that in 2017, production did not start on 176 out of 948 localization projects, production forecasts on 218 projects was not fulfilled.
Thus, according to 77 projects of the Agency for Development of Pharmaceutical Industry, production was not provided for 206 billion sums. 12 projects of JSC “Uzbekozikovkatholding” (food industry), 17 projects of JSC “Uzavtosanoat” (automobile industry), 65 projects in the city of Tashkent and the same number in Tashkent region have not been implemented at the proper level.
The fact that the import reduction plan for 1 billion 81 million dollars was executed by 88 percent was criticized.

Five such warehouses were put into operation in Altyaryk district in 2017. Now the region boasts as many as 35 storage facilities with a total capacity of 37 thousand tons.
But, despite the increase in the number of refrigerated warehouses, the need for such facilities remains high in the area, as farmer and dehkan farms, the owners of the homestead lands shore up yields year after year.
Currently, the farmers of the region are effectively using the achievements of science, innovative ideas and technologies. Scientists of agricultural sphere and experts in agriculture have jointly formed in the region a school of exchange of experience and skill. The traditions of creating new varieties, adaptation of imported seeds and seedlings to local climatic conditions, practical application of local and mineral fertilizers, combating diseases and pests, building greenhouses, efficient use of every inch of land, obtaining 3-4 harvests per year from homestead land are formed.
“In the near future, the implementation of projects is envisaged at the expense of attracting investments in the amount of 85.2 billion soums (currency rates of CB RU from 01.02.2018, 1$= 8182,73 soums) and $ 430 thousand,” says Holmirza Niyozov, hokim of the Altyaryk district. “100 promising projects have been developed in the fields of agriculture, industry, service delivery, system monitoring of the full implementation of tasks for each target area is being conducted. In 2017, under the programs of social and economic development, 81 projects were implemented, 728 new jobs were created.”
Currently, 187 horticultural farms operate in the region. They have 788 hectares of intensive gardens and 215 hectares of vineyards. Last year, agricultural products worth $ 14.8 million were exported from Altyarik to the world market.
It is gratifying that the farmers of Altyaryk district tend to be among the foremost not only in harvesting, but also in processing and exporting products. A young farmer Isokhon Boymatov in his farm effectively uses a refrigerating warehouse with a capacity of 300 tons. He grows six hectares of export-oriented grape varieties, in 2018 plans to get a big profit from the export of fruits and vegetables.
“Last year I took part in a prestigious forum, which was held in Tashkent for the first time in connection with the Day of Agricultural Workers,” said Boymatov. “After the speech of the President of our country at the meeting on the occasion of the Day of Agricultural Workers, I decided to expand the scope of activities. Now we are preparing a business plan for organizing a workshop for processing and packing fruits, setting up export of finished products at a farm.”

Five new small industrial zones (SIZ) are expected to be established soon in the Khorezm region.
New zones are to emerge each in Urgench, Khazarasp and Shavat districts, and two others in the city of Urgench.
For their successful development, Shavkat Mirziyoyev instructed the Fund for the Reconstruction and Development of Uzbekistan to open a special loan package in the amount of $ 50 million. The moneys will be used to co-finance investment projects implemented in the SIZ, as well as in the Khazarasp free economic zone.
Public real estate located in the territory of the zones will be transferred to the business for five years lease. Under consideration are nine sites, including former kindergartens, medical and educational institutions.
In the future, if the parameters of business plans are met, as much as the goals of creating and maintaining jobs, timely payment of all taxes and other mandatory payments, this property will be transferred to the ownership of entrepreneurs who used them. In the meantime, the head of state freed the business from payment of rent for the use of these facilities.
After the conclusion of the contract, the administration of the zones will also assist entrepreneurs in working out design estimates and, if necessary, in preparing the package of documents for obtaining concessional lending. In addition, hokimiyats of districts and cities, with the support of Uzbekenergo and Uztransgaz companies, will build the necessary engineering communications and infrastructure at their own expense.

Meetings in the Ministry of Foreign Affairs of Uzbekistan
On February 20, 2018, the Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov received the Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany, Gunther Overfield.
During the meeting, current issues related to the agenda of the international conference on Afghanistan "Peace process, cooperation in the sphere of security and regional interaction", scheduled for March 26-27, 2018 in Tashkent, and participation of the delegation of Germany at this event, were discussed.

On February 20, 2018 at the Ministry of Foreign Affairs, the Special Representative of the President of the Republic of Uzbekistan for Afghanistan, Ismatulla Irgashev, met with the Ambassador Extraordinary and Plenipotentiary of the French Republic, Violen Biyet de Vilmore.
Issues of the Afghan settlement were considered. In particular, the sides exchanged views on the upcoming international conference on Afghanistan "Peace process, cooperation in the sphere of security and regional interaction", in Tashkent.

On February 20, 2018, a meeting with the Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey, Ahmet Bashar Shen, was held at the Ministry of Foreign Affairs of the Republic of Uzbekistan.
During the meeting, practical aspects of bilateral relations, including proposals for the schedule of forthcoming Uzbek-Turkish contacts at various levels, as well as issues of interaction within the UN, the Organization of Islamic Cooperation, and other multilateral structures were discussed.

On February 20, 2018, the Special Representative of the President of the Republic of Uzbekistan for Afghanistan, Ismatulla Irgashev, met with the Ambassador Extraordinary and Plenipotentiary of the Italian Republic, Andrea Bertozzi, at the Ministry of Foreign Affairs.
The sides exchanged views on the issues of the agenda of the upcoming international conference on Afghanistan "Peace process, cooperation in the sphere of security and regional interaction" to be held in Tashkent on March 26-27, 2018, as well as discussed the working moments of participation of Italy in the forum.

UZBEKISTAN - THE COUNTRY OF TOURISM
The Association of Private Tourism Organizations of Uzbekistan and the European Center for Eco and Agrotourism are planning to introduce the Travelife system in Uzbekistan, which facilitates the promotion of tourism goods and services in the European market.
The scheme involves the certification of hotels in accordance with the requirements of the Travelife system. The certificate of this system means that the hotel or the catering station meets its requirements. Today, the system is widespread in Europe and many countries with which the travel agencies of the European Union cooperate.
The first step on the way to its implementation was seminars for Uzbek restaurateurs and hoteliers, which were held last weekend in Tashkent. They were conducted by Chris Thomson, an international expert from the United Kingdom.
According to the Association of Private Tourism Organizations of Uzbekistan, the next stage of the implementation of this system will be the training of national trainers and certification specialists who will be able to organize work on the introduction of the Travelife scheme in Uzbekistan.
