Uzbekistan: Sustainable energy supply of strategic projects will be ensured

On January 26, a meeting on the issues of implementation of the program for guaranteed supply of electricity to new production facilities erected by Navoi Mining and Metallurgical Combinat until 2026 was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

Navoi Mining and Metallurgical Combinat is one of the flagships of the domestic industry, making a huge contribution to the national economy. The President of our country has determined a number of measures on further enhancing the plant’s potential, modernizing existing and organizing new enterprises. In particular, work has begun on implementation of 27 investment projects worth $3 billion, until 2026.

We set high goals, said the Head of our state. The launch of these strategically important facilities will provide an additional $1 billion a year, create new jobs.

As a result of implementation of these 27 projects, the production volumes at Navoi Mining and Metallurgical Combinat will increase by 30 percent, and more than 30 thousand jobs will be created.

Entering and ensuring uninterrupted operation of such large enterprises requires additional energy resources. So, by 2026 the demand of NMMC for electricity will increase by 303 megawatts and will reach 703 megawatts.

At the meeting, tasks on timely and qualitative implementation of projects on electricity supply to new capacities of the plant were thoroughly discussed.

In order to provide new units of the NMMC with electricity, including two large hydrometallurgical plants, a special program was adopted on January 9 of this year, which envisages implementation of 16 investment projects worth $1,9 billion. This was reported at the meeting that was held on January 26, under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

In particular, two new power units with a total capacity of 510 megawatts will be commissioned at Takhiatash thermal power plant in 2019. The total capacity of the power plant will reach 1010 megawatts. Two combined-cycle plants, 450 megawatts each, will be launched at Navoi TPP in 2019 and 2023. The total capacity of the station will amount 2 258 megawatts. In addition, it is planned to build 10 substations and lay more than a thousand kilometers of external power grids.

The Head of our state, emphasizing the importance of the forthcoming work, determined the actual tasks in this direction.

The need for developing “road maps” on each investment project aimed at electricity supply of new production facilities, defining in them the specific terms of each stage from preparation of project documentation to commissioning of facilities, was noted.

At the meeting on the issues of implementation of the program for guaranteed supply of electricity to new production facilities erected by NMMC, the task was set to develop a Concept for energy industry development in 2018-2028, while paying special attention to the development of renewable, alternative energy sources.

Instructions were given on prompt and qualitative examination of pre-project documentation and import contracts, attracting highly qualified specialists to this process.

Issues of taking control over the progress of construction of combined-cycle plants through video surveillance, ensuring security of facilities construction, as well as production, transmission and consumption of electricity were also considered.

“Uzbekenergo” JSC was entrusted to more widely involve branch enterprises and use domestic production at construction activities, strengthen the material and technical base of contractors operating in this sphere.

Issues of the state support of this company, financing projects with participation of foreign investors and others were considered.

Corresponding instructions were given on the discussed issues.

On telephone conversation of the President Uzbekistan with the President of the Russian Federation

On January 26, President of the Republic of Uzbekistan Shavkat Mirziyoyev had a telephone conversation with the President of the Russian Federation Vladimir Putin.

During the conversation, the two leaders with great satisfaction noted the dynamic development and gradual strengthening of relations of strategic partnership and alliance between our countries.

It was emphasized that the highest-level visit on April 4- 5, 2017, to the Russian Federation, as well as regular meetings and contacts between leaders of the two states contributed to intensification of political dialogue and expansion of multifaceted practical cooperation, filling the agenda of bilateral cooperation with qualitatively new, specific content.

Tangible results in trade-economic, investment, financial and transport and communications were achieved by joint efforts.

Currently, major investment projects in the energy sector, the oil and gas complex, metallurgy, mechanical engineering, textile and food industries, pharmaceuticals, building materials industry and other priority areas are being implemented in our country with participation of leading Russian companies and banks.

The bilateral trade turnover last year increased by 20 percent and reached $4.5 billion.

The heads of states highlighted fruitful partnership between the regions of the two countries within the framework of execution of Intergovernmental agreement on facilitation of interregional cooperation.

Tourist and cultural exchanges, important joint programs in education and healthcare are expanding.

The heads of Uzbekistan and Russia discussed current issues of regional and international agenda, reviewed the schedule of upcoming meetings and events at various levels.

In conclusion, the heads of states reaffirmed a strong commitment and readiness to further strengthen mutually beneficial partnership in the interests of the two countries and people, as well as ensure peace, stability and prosperity in the region.

Uzbekistan to produce Peugeot Expert and Peugeot Boxer vehicles

Uzbekistan Peugeot Citroen Automotive (UzPCA) will produce Peugeot Expert and Peugeot Boxer vehicles.

Currently, UzPCA is constructing production capacities on production of commercial vehicles in Jizzakh free economic zone. The construction of the plant started in July 2017. It will be commissioned in 2019.

Within the project, it is planned to construct the plant on production of light commercial vehicles with the capacity of 16,000 units a year.

Engineers of Peugeot Citroen are designing the plant in line with standards and requirements of the French company. Construction of the plant will be conducted by local general contractors under supervision of the French partners.

On 16 May 2017, Uzavtosanoat and Peugeot Citroen Automobiles S.A. (France) signed an agreement on establishment of a joint venture in the form of a limited liability company Uzbekistan Peugeot Citroen Automotive (UzPCA).

According to the presidential resolution, the authorized capital of the joint venture is 29.3 million euros. The parties also determined the conditions for implementation of the investment project “Organization of production of light commercial vehicles in Uzbekistan” with a total cost of 133.3 million euros.

The plant will operate in accordance with the Group modern systems in production, quality, purchasing, supply and sales. Furthermore, the joint venture considers at least 50% of parts localization in the first year of production, by attracting domestic component parts manufacturers - 30 large factories owned by SC Uzavtosanoat and more than 160 small and medium enterprises.

GM Uzbekistan starts supply of Chevrolet Spark to Lebanon and Jordan

GM Uzbekistan, an Uzbek-US carmaker, started export deliveries of Chevrolet Spark cars to the markets of the Middle East.

According to the company’s press service, supplies to the markets of the Middle East countries are established as part of the strategy to expand the geography of exports and enter new markets.

On 23 January, the company sent the first shipment of Chevrolet Spark cars to Lebanon and Jordan. By the end of this year, it is planned to ship at least 500 cars to these countries.

Also, the export of Chevrolet Spark cars to Tunis is being finalized, GM Uzbekistan stated.

Uzbekistan: Chiefs of Enterprises to Have Deputies for Innovation Projects

Bodies of economic management and large state enterprises implement a set of measures aimed at providing the most favorable conditions for the practical implementation of the results of scientific research and innovative developments, envisaged from January 2018.

This follows from the resolution of the Cabinet of Ministers of Uzbekistan on measures to create effective mechanisms for the introduction of scientific and innovative developments and technologies into production capacities.

The posts of deputy heads for science and innovation within the approved staffing units will be added to the staff schedules.

They will establish units in their structures responsible for the formation of a portfolio of orders for innovation and coordination of works on conducting pilot-industrial tests of the developed technologies, organizing the production of a pilot batch of products and launching batch production.

In large state-owned enterprises, specialized problem laboratories will be created, specializing in the development of new equipment and technologies, carrying out the necessary experimental and industrial tests, issuing a pilot batch of products and implementing preparatory measures for launching batch production, involving leading qualified specialists and research staff of specialized research and higher educational institutions.

Also, enterprises will create funds to support innovation activities (without the formation of a corporate entity). The source of the formation of funds will be deductions of 10% of the net profit of these entities.

The fund will be used to finance activities related to the development of new equipment and technologies, the necessary pilot tests, the production of a pilot batch of products and the implementation of preparatory measures for the launch of mass production. And also the financing of contracts for the performance of research works concluded with specialized research and higher educational institutions will be carried out.

From these funds, the enterprises will provide financial support to specialized research and higher educational institutions in strengthening their material and technical and scientific and laboratory facilities, conducting experimental research, introducing scientific developments, material incentives and upgrading the skills of scientific and technical workers.

Uzbekistan and Nepal establish diplomatic relations

The Republic of Uzbekistan and the Federal Democratic Republic of Nepal signed a Joint communiqué on the establishment of diplomatic relations on January 26 in New York.

On behalf of the governments of the two countries, the document was signed by permanent representatives of Uzbekistan and Nepal to the UN.

Nepal became the 134th country with which our country has established diplomatic relations.

Uzbekistan: Science Rooted in Intellect, the Latter Is Built on Patience

In the modern world, we know of a great diversity of prizes. They include famed ones and quite curious ones. The award that everyone knows about is the Nobel Prize. Its equivalent in mathematics is the Abel and Fields Prizes, and in the field of computing and IT technologies it is the Turing Award. But there is one more prize in the field of science that was earned by an Uzbek scientist in 2017. Today, Director of the Institute of Bioorganic Chemistry at the Academy of Sciences, Shavkat Salikhov, is a guest of our agency, and he will tell about the award he was found deserving.

- I will begin my story with information about one of the largest Academies in the world, to which fate has brought me. It is the Chinese Academy of Sciences (CAS), established in 1949 in Beijing. To date, the number of research institutions of the Academy has reached 104, about 68 thousand people are engaged in research activity, including about 56 thousand professional researchers and scientists.

An interesting fact, in my opinion, is the fact that starting from the mid-1980s, commercial structures were being created within the Academy, one of them is the computer company Lenovo, well-known today in the whole world.

About 30% of key projects in the field of basic sciences of China are realized by scientists of the CAS.

- So you are a member of this academy?

- I want to note that CAS has extensive and diverse forms of cooperation and partnership with scientists all over the world.

A foreign member (academician) of the Chinese Academy of Sciences is a member of the Chinese Academy of Sciences who was admitted to the Academy in 1994 in addition to the status of a full member, the highest academic rank of China, for honoring scientists with foreign citizenship.

Foreign members are selected from scientists with a high international scientific reputation and made a great contribution to the development of science and technology in China. They have the right to make proposals for the development of science and technology or the work of the academic departments of the Academy, and also participate by invitation in their respective specialty meetings and events of the academy's branches.

- Are there any representatives of CIS countries among them?

- Among the CIS countries, the only foreign member with Russian citizenship at the moment was Zhores Alferov, a Nobel Prize holder in physics.

On 10 November 2017, the CAS elected 16 foreign scientists from eight countries. Two of them - Nobel Prize winners - Professor André K. Geim of the University of Manchester (Great Britain) and Professor James Fraser Stoddart from Northwestern University (USA), as well as Vice President of the Russian Academy of Sciences Valery Bondur. Among the 16 scientists was my name. The CAS meeting elected me a foreign member (academician).

In 2016, for the fruitful cooperation with the Chinese Academy of Sciences and for its role in raising the level of scientific research, innovation and development of the CAS, through the training of innovative personnel and highly qualified scientists, the Academy awarded me the “Prize for International Scientific Cooperation of the Chinese Academy of Sciences”.

Today the Academy of Sciences of Uzbekistan and the Chinese Academy of Sciences have created effective and long-term mechanisms for training highly qualified personnel on the basis of various scientific programs of the Chinese Academy of Sciences. The result was 40 scientific articles and received five patents, three scientists from the Academy of Sciences of Uzbekistan received the Tian-Shan government award of the Xinjiang Uygur Autonomous Region.

In 2013, the Central Asian Center for Research and Development of Medicines was established in Uzbekistan, which was one of the first foreign centers of the Chinese Academy of Sciences. Then I introduced my ideas to the development of the center and took an active part in his research activities.

- Your work in the field of bioorganic chemistry and biotechnology is widely known in the world of science. How do you use your research in practice?

- My activity as a scientist and scientific employee was held at the Institute of Bioorganic Chemistry of the Academy of Sciences of Uzbekistan, and it is inextricably linked with the success of our team. We all continue the research, laid down by our teacher Academician Abid Sadykov, who brought up a large pleiad of students, among whom academicians, professors, researchers, laid the foundations of a new direction - protein chemistry. In science, especially in the chemical industry, it's probably wrong to talk about success in the singular: just like any experimental work, our research is conducted jointly with a large team of colleagues, students, so it's better to talk about the success of the collective, which is significant.

I can list only a few of them. So, we conducted deep fundamental studies of new highly specific toxins isolated from venom of different types of arthropods, studied their structures, mechanisms of action and applications as ‘tools’ for neurophysiological studies. More than 50 physiologically active proteins and peptides with a toxic effect have been isolated.

We carried out research on the isolation and bioscreening of biologically active compounds, the mechanisms of antiviral, antichlamydial, immunomodulating, and antispecific action of biologically active compounds of polyphenolic nature were disclosed. The chemical composition of polyphenols over 70 plants has been studied, of which about 150 substances have been isolated, more than 20 of which have been found to be new compounds not previously described in the literature. Based on the results of these studies, about 20 original antiviral, anti-inflammatory, and blood-resurrecting medicinal products were first developed, which were used in the medical practice of our republic.

Much attention is paid to ensuring the drug and food safety of the population. Taking into account the need to assess the bioequivalence and biosafety imported from abroad, as well as the drugs developed by the pharmaceutical enterprises of the republic, the institute has for the first time organized an accredited testing center for pharmacokinetic evaluation, bioequivalence and biosafety of new drugs.

We have also developed an efficient integrated technology for the production of gossypol by processing cotton seeds by cold pressing. The experimental base of our institute has mastered the production of obtaining pharmacopoeial gossypol from technical cotton seeds. Every year the institute produces a pharmacopoeial gossypol, which is sold on the domestic market for the production of substances of original antiviral drugs. The Institute exports gossypol in quantities of more than 300 kg per year.

Today we attach great importance to the development of international cooperation, including in the framework of international scientific and technical programs with academic organizations of Germany, the People’s Republic of China, the Republic of Korea, Russia and other countries of the world. I am confident that this cooperation will only grow and expand, our scientists and our science will occupy a worthy place in the world science.

Uzbekistan National U23 Football Team became the champion of Asia

Uzbekistan National U23 Football Team became the champion of Asia after beating the Vietnamese team in the final. The match in China ended with the score – 2:1.

Before the meeting, the field of Changzhou Olympic Stadium was covered with snow, which caused certain difficulties for the football players of Uzbekistan, who played in white uniform. Despite this, the team of Uzbekistan opened the first scoring. Defender Rustam Ashurmatov scored the header goal from the corner in the 8th minute. At the end of the first half, the opponents managed to equalize the score – Nguyen Quang Hai struck right into the far corner of Botirali Ergashev’s gate.

After the break, Uzbekistan changed its uniform to blue. In the second half of the match, Uzbekistan football players had more possession of the ball and created moments, but following the end of two halves, the score was left untouched.

The winner was found in the very ending of the game when on the 120th minute Andrey Sidorov struck the gate of the Vietnam’s goalkeeper after kicking from the corner.
