Uzbekistan’s exports to reach US$12.1 billion in 2018
On 25 December 2017, a meeting dedicated to issues of increasing the export potential of our country was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, the press service of the Uzbek leader said.
It was attended by state advisors to the President, the Prime Minister and his deputies, heads of relevant ministries and departments, economic associations. Heads of the Republic of Karakalpakstan, the regions and the city of Tashkent, khokimiyats at places, territorial structures of ministries and departments, exporting enterprises and farms attended the meeting through video conferencing.
At the meeting, the effectiveness of measures taken on the execution of forecast indicators for 2017, expanding the export geography of domestic products, further supporting the export activities of subjects of small business and private entrepreneurship, exporting agricultural and industrial products to foreign markets was considered.
The Head of our state noted that one of the most important factors of maintaining stable and high growth rates of our economy is to increase the country’s export potential and strengthen the competitiveness of national products in foreign markets.
Unacceptable practice in the economic policy of our country, consisting in chasing after unrealistic figures and high-flown arguments about plans that have no practical effect, was criticized.
As a result of taken measures on the basis of organization of activity on a specific result, the economic growth rate in 2017 was 5,5 percent, and the volume of exports increased by almost 15 percent. In 2018, the total financial indicator of exports is expected at 12,1 billion US dollars.
At the meeting it was noted that over the past year, a number of decrees and resolutions that abolished export of products on the basis of prepayment, mandatory sale of foreign exchange earnings, issuance of unnecessary permits, as well as expanded the use of tax incentives for export participants were adopted in order to support the export activity of entrepreneurs.
At the same time, during the meeting, priority tasks on expanding exports in 2018, as defined in the Address of the President of the Republic of Uzbekistan to the Oliy Majlis, were raised again. It is necessary to ensure timely and qualitative implementation of “road maps” on implementation of agreements reached during high-level visits to the Central Asian states, as well as to China, Russia, South Korea, the United States, Turkey and other countries that are our major partners. It is also necessary to introduce a system of warning about the security threat when business entities pass customs inspection, to abolish unnecessary licenses and permits issued by customs authorities that do not meet modern requirements. It is advisable to develop and implement a strategy on bringing the annual export of fruit and vegetable products to 10 billion dollars.
At the meeting, the reports of heads of complexes of the Cabinet of Ministers, ministries, departments, economic associations and regions of the country were heard and discussed. The irresponsibility and lack of initiative of the heads of certain industries and regions were seriously criticized, as a result of which there are omissions in implementation of export programs.
The Head of our state gave specific instructions to the officials on increasing the country’s export potential, expanding the geography and range of exports, fully supporting exporting enterprises, attracting new business entities to export activities.
Khorezm begins production of plastic packaging and containers
Yangiarik district of Khorezm region announced the launch of plastic packaging and container production.
The project is implemented in accordance with the instructions of the President, which were announced during his working trip to Khorezm region on 27-28 January.
The enterprise started the production of boxes for fruits and vegetables, containers for storage, for liquid-based processing, based on the processing of 2.5 thousand tons of polyethylene and polypropylene granules.
The whole process is automated, based on high-tech equipment manufactured by "Xinjiang Huangjinmid-Asia Engineering Technology Co., Ltd" (PRC).

These norms will be included in the draft presidential decree "On measures to further ensure the country's food security", which is currently being developed by the General Prosecutor's Office of Uzbekistan.
As noted in the document, there remain serious systemic problems that create conditions for unfair competition, monopolization of individual players imports of food products, artificial scarcity of facts and unwarranted overpricing of goods and, as a consequence, on this basis, extracting profits.
The granting of individual benefits and preferences to individual importers allowed them to occupy a dominant position in the market, created exclusive business conditions for them, which led to a restriction of access to the market for other business entities.
All this, according to experts, seriously reduced the business activity and investment attractiveness of Uzbekistan, caused serious damage to the country's reputation in the international arena.
Another important measure to promote competition will ban Cabinet of Ministers decisions providing for individual companies, individual customs, tax and other benefits, as well as other preferences on the import into the country of food products.
In addition, the government should develop a set of measures to find and attract food suppliers, create equal conditions for them to enter the market, assist them in concluding contracts, transporting and storing imported products.

Agreement on construction of a comprehensive school in Osh comes into force
On 26 December 2017, the Agreement between the Government of the Republic of Uzbekistan and the Government of the Kyrgyz Republic on construction of a comprehensive school in Osh city of Kyrgyzstan came into force.
The agreement on construction of the comprehensive school in Osh was signed on 28 July 2017 in Bishkek (Kyrgyzstan).
The purpose of the Agreement is construction of a general education school for 630 student places at the expense of the Uzbek side and free transfer of this property to the Kyrgyz side in ownership.

A joint meeting of both chambers of the Uzbek Parliament is currently underway in the Palace of Symposiums of Uzbekistan.
President Shavkat Mirziyoyev is addressing the meeting devoted to the main results of the work undertaken in 2017 and priority areas of socio-economic development of the country in 2018.
In the framework of the meeting, Shavkat Mirziyoyev suggested naming the new year the Year to support entrepreneurship, innovative ideas and technologies. The audience supported this proposal with applause.

Heads of territorial divisions are instructed to clear their ranks from impure and incompetent financial workers who enjoyed the protection of the former finance minister and former head of the HR department.
On 23 December, the head of the Tashkent City Department of State Financial Supervision and three of his deputies were dismissed.
After 273 employees (including 23 heads) of financial departments in the regions, 65 employees (including 12 heads) of the Treasury departments, 100 employees (including 1 head) of the Pension Fund, 100 employees (including 4 managers) of the state financial supervision departments were dismissed by the heads of the territorial departments of the Ministry of Finance. In total, 562 employees of the financial system were dismissed from their posts.
The Ministry plans to hire young professional to fill the existing vacancies.
