The President of Uzbekistan Shavkat Mirziyoyev on December 2 got acquainted with the creative projects that are being implemented in Tashkent

On December 2, 2017, the Head of our state got acquainted with the creative projects that are being implemented in Tashkent.

 Shavkat Mirziyoyev visited Tashkent International Airport named after Islam Karimov.

Construction of an international passenger terminal “Tashkent – 4” is planned here in accordance with the resolution of the President of the Republic of Uzbekistan of January 25, 2017.

The project on construction of the terminal is financed at the expense of banks and funds of Uzbekistan and South Korea. An opportunity of serving 1,5 thousand passengers per hour will be created at the new international airport.

The President of our country gave instructions on effective use of funds, preparation of the territory for the beginning of construction activities and development of infrastructure.

The Head of our state got acquainted with the ongoing activities on improvement of the quality of serving passengers of international flights, visited the renovated waiting room, instructed to build a modern hotel and organize a service using advanced information technologies.

The airport is the air gate of our country, therefore all conditions and conveniences for guests should be created here, said the Head of our state.

The resolution of the President of our country “On measures of further development of private healthcare sector” has opened up wide opportunities for private medical institutions.

One of them is the “Akfa Medline” medical center in Almazar district of Tashkent.

At the presentation of this medical center, the Head of our state on April 21 of this year, gave instructions on equipping it with modern equipment and organization of activities of highly qualified specialists. The total territory of the medical center is 2 hectares, it includes five blocks, a modern 12-storey building with 160-bed hospital.

Much attention should be given to the development of private medicine not only in the capital, but also in remote regions of the country, said Shavkat Mirziyoyev. It is necessary to organize here advanced training of specialists for private medicine. This medical center will serve as a basic institution for the development of private healthcare sector. Personnel training should be organized on the basis of experience of South Korea.

The center, organized on the site of the former dispensary of Tashkent Aviation Production Association, is equipped with the latest medical equipment. The personnel working here are highly qualified.

Over 400 workplaces have been created, our compatriots working in leading medical centers abroad are also attracted. The center provides services in such areas as ultrasound diagnostics, therapy, gynecology, gastroenterology, dietology, physiotherapy, otorhinolaryngology, urology, pediatrics, cardiology, ophthalmology, neurology, endoscopy, orthopedics, surgery, neurosurgery.

When there are more private medical centers, the competition will be stronger, and where there is competition, there will be high quality and affordable prices, said the President of our country. People evaluate activities of a medical institution not by its appearance, but by the qualification of specialists. Doctors who have improved their qualifications in this center must visit the regions and work effectively for the sake of improving the health of the population.

The Head of our state instructed to organize a branch of the Medical Institute of South Korea in our country.

A new steam-gas unit at Tashkent TPP has been launched by the President of our country Shavkat Mirziyoyev.

The Head of our state pressed the symbolic start button of the new steam-gas unit with a capacity of 370 megawatts.

The first power unit of the enterprise was put into operation in 1963, the number of power units increased to 12 by 1971. The total installed capacity of the station is 1860 megawatts.

After commissioning of a new steam-gas unit, the station will generate an additional 2,6 billion kilowatt/hour of electricity and 110 thousand gigacalories of heat per year.

President Shavkat Mirziyoyev got acquainted with the project of a new airport that is being built in Tashkent on the basis of international requirements.

Uzbekistan occupies stable positions not only in the sphere of civil aviation, but also in the market of international freight traffic. Uzbekistan Airways provides convenient, safe and reliable delivery of goods to various countries of the world.

Further increasing the potential of our country in this area, strengthening positions in the market and ensuring quality compliance of air freight with the highest requirements is important.

At the initiative of the Head of our state, business aviation will be established in Uzbekistan. This is a new direction for Central Asia, known in the world as business aviation, or commercial aviation. The business aviation that is being established in our country will be specialized in individual and corporate transportation, as well as providing related services.

Shavkat Mirziyoyev, during the familiarization with the project, noted that the transport and communication sphere is of great importance for the development of the economy of any country. Business aviation will open new opportunities in this direction and create convenience for entrepreneurs. The project will help domestic and foreign businessmen to export their products to foreign market, to find business partners.

The President of our country gave instructions to responsible persons on organization of a high-level service in the new airport, the construction of necessary infrastructure facilities, hotels and business centers here.

Scientific-practical center for introduction of innovations will be established in the Student town of Tashkent.

At the initiative of the President of our country, consistent work is being carried out on innovative development of the spheres of society and leading sectors of the economy, the wide introduction of innovative ideas and technologies into production. The decree of the Head of our state “On establishment of the Ministry of Innovative Development of the Republic of Uzbekistan” of November 29, 2017 will raise activities that are being carried out in this direction to a new level.

The activity areas of the new ministry are the promotion of promising achievements in scientific-research and innovation activities in our country, development of effective mechanisms in this sphere, strengthening scientific and experimental specialized laboratories, high technology centers, technology parks and other innovation-oriented structures.

All conditions for this will be created in the Scientific-practical center for introduction of innovations. The Ministry of Innovative Development will also be located here.

Scientific and advisory services, the study of innovative needs of economic sectors, the support of innovative ideas of youth, distance learning courses will be provided at the institution. Talented youth will get acquainted here with new developments and technologies, as well as participate in start-up projects.

The most important task is to form innovative thinking among our people. Where there is no innovation, there will be no development and competition. Without broad propaganda of innovations in this sphere, formation of ability to think and work in a new way among people, we will not be able to keep pace with the current rapidly changing times, scientific progress. Therefore, introduction of innovative activities to a level conforming to requirements of the present must become the main task of the new ministry and this center, said Shavkat Mirziyoyev.

The Head of our state gave instructions on designing the center convenient for youth and representatives of scientific community, creating all necessary conditions with the use of innovative achievements.

On December 1, the President of the Republic of Uzbekistan Shavkat Mirziyoyev had a telephone conversation with the President of the Republic of Kazakhstan Nursultan Nazarbayev.

The Head of our state Shavkat Mirziyoyev warmly congratulated Nursultan Nazarbayev on the Day of the First President of the Republic of Kazakhstan.

It was emphasized that Kazakhstan has achieved significant results in state construction and establishment of solid bases for independent development under the leadership of President Nursultan Nazarbayev.

Due to the initiatives of the Head of the state, Kazakhstan has earned recognition in the international arena, has become an authoritative member of the world community, a stable and prosperous state.

The leaders of Uzbekistan and Kazakhstan also discussed the state and prospects of development of bilateral cooperation. It was emphasized that this year the relations between the countries have significantly expanded in political, trade-economic and cultural-humanitarian spheres.

The trade turnover has increased noticeably, joint trading houses and modern production facilities have been established, the interregional cooperation is actively developing.

The presidents of Uzbekistan and Kazakhstan expressed their principled support for the efforts of the Central Asian countries on development of cooperation on the basis of mutual trust, respect and consideration of each other’s interests.

The heads of the two states also exchanged views on certain issues of the international agenda and on bilateral and multilateral events to be held in 2018.

State visit to Uzbekistan of the President of Afghanistan

On the forthcoming official visit of the President of Afghanistan to Uzbekistan

On December 4, 2017, the President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani will arrive in Tashkent on an official visit at the invitation of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

During the forthcoming high-level meetings, it is planned to discuss the current state of relations between Uzbekistan and Afghanistan and the priorities of development of cooperation for the long-term, exchange views on key international problems and issues of ensuring regional security.

Following the negotiations, it is expected to adopt a Joint Statement of the heads of states, to sign a package of intergovernmental and interdepartmental documents aimed at further strengthening bilateral cooperation in political, trade-economic, investment, transport-communication, scientific-educational and other fields, as well as commercial contracts.

The program of the visit of the President of Afghanistan to Uzbekistan also includes a visit to the city of Bukhara, where the distinguished guest will meet and address the professors, teachers and students of Bukhara State University.

JSC Uzpahtasanoat set to be reorganized into sole organization responsible for cotton industry

The cotton industry is traditionally one of the backbone industries of the Uzbek economy. The country is taking complex measures on modernization and technical re-equipment of cotton processing enterprises, improving the profitability of production and processing of raw cotton, competitiveness of products.

Despite this, the cotton industry still faces a number of challenges and constraints that limit its development. Among them, first and foremost, it is worth noting the lack of implementation of modern technologies, proper accounting and control in the acceptance, transportation and processing of raw materials and sales of finished products.

The failure of the diversification of production leads to the forced outage of a certain part of capacity, economic losses of enterprises.

Meantime, the management system of enterprises of the cotton industry, methods of relations with agricultural enterprises require improvement.

The available management system has had unnecessary bureaucratization processes and led to significant costs.

Given the need to improve the management system of the industry, expansion of production of competitive finished product with high added value and its promotion in large overseas markets, the President of the Republic of Uzbekistan adopted a resolution "On measures to radically improve the management system of the cotton industry".

The document instructed to create a unified organization responsible for the cotton industry – JSC Uzpahtasanoat, on the basis of JSC Uzpahtasanoat and Uzpahtaeksport, as well to abolish the Holding Company Uzpahtasanoat.

The newly constituted JSC Uzpahtasanoat received the property of reorganized companies, including their state share, the rights and obligations.

The resolution envisages measures for further improvement of production processes in the cotton industry.

Honey festival and exhibition-fair of honey products has begun in Tashkent

More than 250 beekeepers are presenting their products at the event, organized by the Ministry of Agriculture and Water Resources of the Republic of Uzbekistan, the Association of Beekeepers of Uzbekistan and “Aloqabank” joint-stock commercial bank.

The resolution of the President of our country “On measures of further development of beekeeping industry in the republic” of October 16, 2017 serves as a program document in determining the priority tasks of development of the sphere. The Association of Beekeepers of Uzbekistan was established in order to unite the beekeepers of the country, to facilitate their exchange of experience in accordance with the resolution.

At the fair, you can choose a variety of products harvested by beekeepers – beeswax, bee pollen, royal jelly and others.

It is planned to hold scientific and practical seminars and other events within the framework of the event, which will last until December 10 this year, with participation of representatives from the Ministry of Agriculture and Water Resources, the Association of Beekeepers of Uzbekistan and beekeepers.

High Level of Trust and Comprehensive Support

The beginning of the December will mark one year since President of Uzbekistan Shavkat Mirziyoyev was elected by the popular vote. This period laid the foundation of the beginning of cardinal changes in the life of the country.

The Center for the Study of Public Opinion “Ijtimoiy Fikr” conducted a sociological survey to identify the rating of people’s trust in the head of state.

The study of public opinion has shown that with the election of Shavkat Mirziyoyev as President of the Republic of our country has entered a new stage of social and economic development. Citizens believe that under his leadership for a short historical period there have been cardinal changes in many spheres of society and state life.

The head of state, putting forward the Strategy of Action, noted that this is a program of real actions of renewal. The year 2017 was declared as the Year of Dialogue with People and of Human Interests in our country. Our goal is to strengthen the mechanisms that make the power of the people in the country not nominal but real. We are deeply convinced: It is not the people who should serve the government bodies, but it is the government bodies who should serve our people.

The results of the research convincingly show that the overwhelming majority of Uzbeks support this strategy, which has been successfully implemented. In the opinion of citizens, important economic and political reforms have been carried out in the country that have made it possible to improve the existing system of public administration, capable of responding to modern challenges and threats, ensuring the realization of the interests of every citizen and the society as a whole.

The overwhelming majority of Uzbeks positively assess Shavkat Mirziyoyev’s activity as the President of Uzbekistan and support the main directions of the state policy implemented by the head of our republic in all directions.

According to the results, 90.2% of the respondents expressed the opinion that the policy pursued by the President of the country meets the expectations and the hopes of the population. The measures taken by the head of our state and the results achieved this year in reforming and modernizing the economy, the social sphere, medicine, science and education, the judicial and legal system, farming and entrepreneurship, and other areas correspond to the expectations of citizens.

The absolute majority of citizens believe that significant positive results have been achieved under the leadership of Shavkat Mirziyoyev in strengthening the rule of law and reducing crime, protecting the rights, freedoms and lawful interests of people, creating conditions for a dignified and prosperous life for every citizen of our country and every Uzbek family. Respondents particularly noted that the introduction of the system of active and open dialogue with citizens - the “People’s Reception”, which contribute to an even greater provision of social justice in society and the solution of actual problems of the population, played a big role in this direction.

90.7% of respondents expressed the opinion that the head of state pursues a successful and effective foreign policy based on the principles of peace, cooperation and mutual respect. The Uzbek people support the President’s steps to promote the interests of the republic on the international arena, the development of bilateral and multilateral cooperation with foreign countries and the intensification of contacts in all directions with neighboring countries, the establishment of good-neighborly, friendly, partner and mutually beneficial relations with them, and the improvement of the country’s image in the world community.

The majority of citizens - 88.6% believe that the country has created extensive opportunities for the development of business environment, the wide involvement of the population, especially youth in entrepreneurship, the development of family and home-based work, subsidiary farms, including concessional loans and taxation, and expansion of export activity of subjects of private business and entrepreneurship.

More than 90.9% of respondents noted significant progress in the construction of modern buildings, residential complexes, reconstruction of hospitals and the construction of new modern medical centers, educational institutions and sports facilities, the transformation of the image of cities and villages of the republic.

The survey showed that 85.2% of the population believes that in recent years in the country quite effective social protection has been performing, the living conditions of citizens have been improving, the employment of the people has been supporting and real incomes of the population have been increasing. In the opinion of 86.3% of citizens, the creation of a new system of preschool education, the restoration of 11-year education in secondary schools, the development of vocational education, contribute to further improving the efficiency of the education and education process, and the formation of a young generation with deep knowledge.

In the course of the sociological survey, citizens expressed the opinion that in the near future it is necessary to pay attention to the solution of such urgent problems of concern to the population as raising living standards, finding jobs and creating new jobs, increasing the country’s intellectual and moral potential, improving the quality and level of the work of educational institutions, providing the population with gas, water, electricity, improving the mechanisms of social protection of the population, protecting the environment and rational use of natural resources and so on.

The public opinion poll showed a high level of public confidence in the President of Uzbekistan Shavkat Mirziyoyev and comprehensive support of the policy within the framework of the Strategy of Action for the five priority development directions of the Republic of Uzbekistan in 2017-2021. The overwhelming majority of Uzbeks are firmly convinced that the head of our state has justified the expectations and hopes of citizens, enjoys high authority among the people. Monitoring revealed that the trust rating to the President grew from 92.4% in July 2017 to 93.1% in October 2017.

According to Uzbeks, the reforms made it possible to improve the existing system of public administration, which ensures the realization of the interests of the country, society and every citizen.

Uzbekistan, S. Korea Boost Education Bonds

In preparation for the state visit of President Shavkat Mirziyoyev to the Republic of Korea, agreements were reached to expand cooperation in joint training of personnel, the opening of campuses and branches of Korean universities.

The Ministry of Higher and Secondary Special Education reached agreements to expand cooperation in joint training of personnel, the opening of campuses and branches of the University of Ajou and Pohang University of Science and Technology in Uzbekistan.

Currently, Uzbek universities support cooperation with more than 45 universities and scientific organizations of the Republic of Korea.

It envisages the development of ties in various fields of educational and scientific activity, the exchange of faculty and students, as well as interaction in the organization of joint conferences and scientific research.

Only in the first half of 2017, within the framework of direct interuniversity cooperation, more than 70 people from among the faculty and administration of Uzbekistan’s higher education institutions participated in conferences and symposiums at the universities of the Republic of Korea.

During the same period, Uzbek universities met with more than 30 representatives of Korean universities, including Inha, Keimyung, Shingu, Joongbu, Sangji, Pusan National University, Korea Development Institute and others.

In addition, more than 50 university students in Uzbekistan were sent for internships or continue their education in the magistracy and doctoral studies of Korean universities.

Best Minds of Uzbekistan Named

In honor of the International Day of Science, the Agency for Science and Technology and the international company Clarivate Analytics (USA) identified the best in the science of Uzbekistan. The main indicators taken into account were publication activity and citation based on the international database of Web of Science.

Web of Science is the standard of quality in an academic environment. The goal of each scientist is to publish in journals that have an impact factor of this company. Moreover, the higher the impact factor, the more prestigious the magazine is, since this directly affects the article’s citation in the future.

The Institute of Nuclear Physics of the Academy of Sciences of the Republic is denominated as the “The best scientific institution”, the National University of Uzbekistan is denominated as the “The Best Higher Educational Institution”, the journals such as “Chemistry of Natural Compounds” and “Heliotechnics” are denominated as the “Best Scientific Journal”.

Dilshod Tulaganov (Turin Polytechnic University in Tashkent) became the winner in the nomination “Leader of science of the first degree”. For his contribution to world science he was awarded a cash prize of 30 million sums (currency rates of CB RU from 04.12.2017, 1$= 8095,88 soums).

Bahrom Omirov (Romanovsky Institute of Mathematics) and Bobomurod Ahmedov (Astronomical Institute named after Ulugbek) are the winners in the category “Leader of science of the II degree”. For the popularization of science, they received cash bonuses of 20 million sums.

The winners in the nomination for “Leader of science of the third degree” in the humanities became Rauf Salakhodzhaev, in the technical sciences Khusniddin Olimov (Physics-Technical Institute of the “Physics-Sun” NGO) and in the field of natural sciences Bahodir Tashkhodjaev (Institute of Plant Chemicals named after Yunusov). They were awarded cash prizes of 10 million sums.

Umida Kamilova, deputy director of the Republican Center for Therapy and Medical Rehabilitation, was recognized as the “best female researcher”.

Ahmadjon Abdujabbarov was denominated as “The best young scientist” (Astronomical Institute of the Academy of Sciences). The Union of Youth of Uzbekistan presented him a preferential mortgage house for young families.

The deputy director of the youth innovation center “Uzbek-Japanese” Zuhra Kadyrova, and in the Ministry of Health - the head of the department of the Institute of Immunology Tatyana Hegai became the most active researcher in the system of the Ministry of Higher and Secondary Special Education.

A center of track and field athletics, which has no analogues in Central Asia, has been built in Tashkent.

With the beginning of his work, experts attribute the strengthening of the positions of our athletes in the international arena.

At the opening ceremony of the center, Chairman of the State Committee of the Republic of Uzbekistan for Physical Culture and Sports Rustam Kurbonov and others noted that as a result of the special attention given in recent years to the further popularization of Olympic sports, in particular track and field athletics, in our country, the creation of even wider conditions for those engaged in this sport, modern sports facilities are being built and put into operation in all regions of Uzbekistan.

At present, hundreds of sports facilities have been built in our country, where young people regularly practice their favorite sports.

One of such sports complexes was the Center for Athletics, commissioned in Tashkent, where all amenities were created.

“The complex has all the necessary conditions for training,” said Deputy Chairman of the Athletics Federation of Uzbekistan B.Mirtemirov. “We hope athletes who will hone their skills here will achieve high results at the Asian and Olympic Games, world and continental championships.”

In the Athletics Center, which is the only such facility in Central Asia and fully meeting international standards, there are 9 raceways, 4 sectors for long jumps, two sectors for high jump and pole vaulting, a pushing pad for the nucleus, a throwing disk, hammer and spear, running track. Also in the building of the center there is a hostel for 72 people, a gym, a swimming pool, changing rooms, medical offices equipped with modern equipment and equipment.
