Quality of communal services – an important factor of welfare and life satisfaction of the population
On October 2, President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting on qualitative communal services for the population, the state of preparation of economic sectors, multifamily housing and social facilities for autumn/winter season.
It was attended by deputy Prime ministers of the Republic of Uzbekistan, heads of relevant ministries and departments.
At the meeting, activities that are being carried out on radical improvement of housing and communal services for the population, further improvement of the system of operating the housing stock and social facilities, improvement of the quality of activities and ensuring the financial and economic sustainability of private homeowners’ associations, were considered.
The President of our country pays constant attention to these issues, directly affecting the daily life, welfare, health and mood of people. The Ministry of housing and communal services of the Republic of Uzbekistan is established in accordance with the Decree of the Head of our state “On measures of further improving the management of the housing and communal services system” of April 18, 2017. Over the past period, this ministry has carried out certain work on maintenance and repairing of multifamily housing stock, coordination of activities of private homeowners’ associations, operation of engineering and communication networks.
On instructions of the Head of our state, two special working groups, consisting of representatives of relevant ministries and departments, were established. The first group has studied the state of affairs in Andijan, Fergana, Namangan, Jizzakh, Syrdarya, Tashkent regions and the city of Tashkent, the second group – in the Republic of Karakalpakstan, Khorezm, Bukhara, Navoi, Samarkand, Surkhandarya, Kashkadarya regions. From July 18 to September 30, the execution of certain measures on elimination of existing problems in the sphere was analyzed in each city and district. The main attention during the study was paid to the multifamily housing stock, social facilities, providing drinking water and electricity, heat, natural and liquefied gas, coal supply, sanitation and other issues. Meetings were held with the population, makhalla activists, representatives of educational and healthcare institutions at places, taking into account their suggestions and demands.
At the meeting, reports of the leaders of the working groups were heard.
A systematic work has been carried out on ensuring implementation of measures approved by the resolution of the President of the Republic of Uzbekistan “On measures of ensuring comprehensive preparation of economic sectors and social sphere of the republic for sustainable work in autumn/winter period in 2017/2018” of June 22, 2017, in the Republic of Karakalpakstan, the city of Tashkent and the regions. Central boiler houses, heating boilers, heat, water, gas and electricity networks have been repaired.
Roofs of houses were repaired, entrances and cellars were put in order, playgrounds were built, household waste was taken out according to the developed program on preparation of multifamily housing for autumn/winter season.
Repair activity was also carried out in educational institutions, children’s homes, hospitals and other social facilities.
Communities in remote areas and those without access to gas supply networks were delivered the required number of cylinders with household gas and coal.
At the meeting, activities carried out on provision of the population and social institutions with electricity and thermal energy, drinking water, natural and liquefied gas, coal, fuel and lubricants, maintenance of multifamily housing, and provision of sewerage services were criticized. Important tasks have been identified on consistently continuing the work carried out in these areas, providing heating for all houses, schools, hospitals and other social facilities in autumn/winter season.
The President of our country noted the need for a critical review of implementation of programs on preparation for autumn/winter season, targeted implementation of the planned measures, effective use of funds, expansion of the use of energy-saving technologies. It is indicated that activities in this direction should not be carried out in the context of regions and industries, but in each makhalla and each house.
President of the Republic of Uzbekistan Shavkat Mirziyoyev instructed the heads of responsible ministries and departments to complete the work on preparing the housing stock and socio-economic facilities for autumn/winter season, ensuring the uninterrupted supply of electricity, heat, gas, water and other vital resources for the population, improving welfare and life satisfaction of people.
Post of Plenipotentiary representative in parliament created in Cabinet of Ministers
President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On introduction of the post of Plenipotentiary of the Cabinet of Ministers of the Republic of Uzbekistan in the Oliy Majlis of the Republic of Uzbekistan” on 28 September.
Uzbek leader introduced the post of Plenipotentiary of the Cabinet of Ministers of the Republic of Uzbekistan in the Oliy Majlis of the Republic of Uzbekistan the executive structure of the Cabinet of Ministers.
The Plenipotentiary Representative will ensure close interaction between the structural units of the Executive Office of the Cabinet of Ministers of the Republic of Uzbekistan, state and economic management bodies, local executive bodies for drafting laws and other documents to be considered in the chambers of the Oliy Majlis of the Republic of Uzbekistan.
The plenipotentiary will also participate in discussion of draft laws, other issues at meetings of the Presidium of the Cabinet of Ministers of the Republic of Uzbekistan and the formation of representatives of the Government participating in the consideration of draft laws (laws) in the chambers of the Oliy Majlis of the Republic of Uzbekistan.
The Plenipotentiary Representative will ensure close cooperation of the Cabinet of Ministers of the Republic of Uzbekistan with the chambers of the Oliy Majlis of the Republic of Uzbekistan in legislative activities, primarily in the processes of consideration, discussion and adoption of laws in the country’s parliament, etc.
The Plenipotentiary Representative will ensure the participation of the Cabinet of Ministers in implementation of parliamentary control over execution of laws, state programs and other areas.
According to the resolution, the plenipotentiary is appointed and dismissed by the Prime Minister in consultation with the President of the Republic of Uzbekistan.
The Plenipotentiary Representative carries out his activities under the leadership of the Prime Minister, while his activities are coordinated by the Administrator of the Cabinet of Ministers.

The Сentral Bank of the Republic Uzbekistan fixed the following rates of the foreign currencies to sum since October 3, 2017 to conduct bookkeeping, statistical and other statements on currency transactions as well as calculations of customs and other obligatory payments.

On September 30, Uzbekistan – Turkey business forum was held in Tashkent
The event, organized by the State Committee of the Republic of Uzbekistan on Investments and Istanbul Chamber of Commerce, was attended by the heads of ministries, departments, companies of the two countries responsible for the spheres of economy, investment, trade, industry, tourism, construction, energy, electrical engineering, agriculture, food, chemical, metallurgical, textile and light industries, healthcare, pharmaceuticals, production of construction materials.
Meetings of the President of our country Shavkat Mirziyoyev and the President of the Republic of Turkey Recep Tayyip Erdoğan on May 14 this year at “One Belt, One Road” forum in Beijing, on September 10 – at the summit on science and technology of the Organization of Islamic Cooperation, held in Astana, and during the visit of the President of Turkey to our country on November 17-18, 2016 opened a new page in development of bilateral relations.
At the business forum, Deputy Prime Minister of the Republic of Uzbekistan Jamshid Kuchkorov, Ambassador Extraordinary and Plenipotentiary of Turkey to our country Ahmet Bashar noted that trade and economic, investment cooperation between Uzbekistan and Turkey is consistently developing as a result of agreements reached at the meetings of the heads of the two states.
Currently, more than 440 enterprises with participation of Turkish investments are operating in Uzbekistan. In 2016, the trade turnover amounted to 1,2 billion dollars. Of these, about 710 million dollars accounted for the share of exports of products produced in our country.
At the forum, it was noted that the Law of the Republic of Uzbekistan “On foreign investments” serves as a reliable guarantor in development of bilateral cooperation. The guests were provided with information on conditions created for investors in our country, in particular, on opportunities in activities of free economic and small industrial zones established on the initiative of the President of our country Shavkat Mirziyoyev, proposed tax and customs privileges.
At the event, Turkish businessmen got acquainted with prospects of investment inflow into our country, opportunities in the spheres of production and processing, textile and light industry, tourism.
Promising agreements between the businessmen of Uzbekistan and Turkey have been reached at the business forum.
Uzbekistan and Russia to hold military drills in Jizzakh region
Armed Forces of Uzbekistan and Russia will conduct a join tactical exercises in the first week of October 2017.
According to the UzA agency, Uzbek-Russian joint exercises will be held at the Forish training ground in Jizzakh region.
On 2 October 2017, a group of Russian servicemen arrived in Uzbekistan to participate in military drills.
The upcoming tactical exercises are held within the framework of the agreements reached during the state visit of the President of Uzbekistan Shavkat Mirziyoyev to the Russian Federation on 4-5 April 2017.

On 2 October 2017, the Kengash (Council) of the Senate of the Oliy Majlis of the Republic of Uzbekistan adopted a resolution on convocation of the twelfth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan on 4 October 2017 in Tashkent.
Senators will discuss a number of laws of Uzbekistan and issues, aimed at radically enhancing effectiveness of ongoing reforms, strengthening international cooperation, consistent implementation of the State Program for Implementation of the Strategy of Action for five priority development directions of the Republic of Uzbekistan for 2017-2021 in the Year of Dialogue with people and human interests.
Representatives of the upper chamber of the Oliy Majlis stressed importance of adoption of the law “On ratification of the Agreement between the Republic of Uzbekistan and the Kyrgyz Republic on the Uzbek-Kyrgyz State Border (Bishkek, 5 September 2017)”, developed in pursuance of the Action Plan (Roadmap) for ensuring timely and full-scale implementation of the agreements, reached during the state visit of the President of the Republic of Uzbekistan to the Kyrgyz Republic on 5-6 September 2017.
This legal act was comprehensively discussed in the Legislative Chamber of the Oliy Majlis, including in factions of political parties the participation of experts and representatives of civil society institutions. The Legislative Chamber adopted the law on 28 September.
Senate will also consider the law “On amendments and additions to some legislative acts of the Republic of Uzbekistan”, issue of ensuring guaranteed labor rights of citizens in accordance with the legislation of the Republic of Uzbekistan and international labor standards.
The plenary session also plans to consider other issues related to competence of the Senate of the Oliy Majlis of the Republic of Uzbekistan.
Meeting at the National Human Rights Centre
On October 2, members of the delegation led by the Special Rapporteur on freedom of religion or belief of the UN Human Rights Council A.Shaheed met with the director of the National Human Rights Centre of the Republic of Uzbekistan A.Saidov.
At the meeting, it was noted that further deepening of democratic reforms and establishment of principles of freedom of religion and belief, interethnic and interfaith harmony and tolerance, carried out under the leadership of President Shavkat Mirziyoyev in accordance with the Strategy of actions on five priority areas of development of the Republic of Uzbekistan in 2017-2021, are yielding good results.
Issues of further strengthening of the rights and freedoms of representatives of different nationalities and religions in our country, ensuring their legitimate interests were discussed.
The legislation of Uzbekistan guarantees ensuring the human rights protection, freedom of religion. This is evidenced by the fact that currently there are 2 241 religious organizations in our country. Islamic, Christian organizations, Jewish and Baha'i communities, the Hare Krishna society and the Buddhist temple allow citizens to freely pray and perform religious rites. All necessary conditions and opportunities for education have been created in secondary specialized and higher educational institutions operating under the Muslim Board of Uzbekistan, Tashkent Orthodox Seminary of Tashkent and Uzbekistan diocese of the Russian Orthodox Church, Tashkent Protestant Seminary, which is the practical embodiment of tolerance that prevails in our country.
In the years of independence, national human rights institutions, the education system in Uzbek, Russian, Kazakh, Kyrgyz, Tajik and other languages have been established in Uzbekistan. Not only state organizations but also civil society institutions are actively participating in ensuring the development of society by strengthening religious tolerance and interethnic harmony.
The National Human Rights Centre of the Republic of Uzbekistan plays a special role in ensuring the legitimate interests of citizens. The Center, together with a number of international organizations, supports initiatives aimed at protecting and stimulating human rights and freedoms.
At the meeting, views were exchanged on issues of implementation of measures developed in our country within the framework of the State Program “Year of dialogue with people and human interests”, as well as development of mutual cooperation.
Members of the delegation led by the Special Rapporteur on freedom of religion or belief of the UN Human Rights Council A.Shaheed held meetings at the Legislative Chamber of the Oliy Majlis, the Committee on Religious Affairs under the Cabinet of Ministers of the Republic of Uzbekistan, the ministries of foreign affairs and justice.

Peace and harmony in Uzbekistan serve as a solid basis for carrying out large-scale reforms in all spheres, ensuring the prosperous life of our people.
Representatives of more than 130 nations and nationalities, 16 denominations live in Uzbekistan. All conditions are created for careful preservation of their culture, customs and traditions. This encourages all our compatriots, regardless of their social origin, religion and nationality, to live and work for the benefit of the Motherland, to rally around a common goal – to make a worthy contribution to the prosperity of the country.
These peculiarities have found their embodiment at an event, dedicated to the 145th anniversary of Tashkent diocese, held on October 1 at Turkiston Palace.
It was attended by representatives of state and public organizations, diplomatic corps accredited in our country, foreign guests and our compatriots professing Christianity.
The message of greetings of President Shavkat Mirziyoyev to the participants of the event dedicated to the 145th anniversary of Tashkent diocese was read by the State Advisor to the President R.Komilov.
Patriarch Kirill of Moscow and All Russia, Metropolitan Vikentiy of Tashkent and Uzbekistan noted that a large-scale practical work is carried out in Uzbekistan on strengthening interethnic harmony and religious tolerance, educating youth as personalities with high spirituality. It was emphasized that a platform for active interreligious dialogue is created in Uzbekistan, which serves as an important factor of stability in society.
The Strategy of actions on five priority areas of development of the Republic of Uzbekistan in 2017-2021, developed on the initiative of the President of our country, covers all spheres of life of the state and society and determined the way of comprehensive advance development of socio-economic life of our country.
Within the framework of implementation of tasks stipulated in this important document, consistent work is being carried out on strengthening traditionally close and friendly relations with neighboring countries, representatives of various nationalities and religions.
The event ended with a concert program with participation of young singers and artists of Uzbekistan and Russia.

Delegation of Moscow Patriarchate of the Russian Orthodox Church led by Patriarch Kirill of Moscow and All Russia visited the cities of Samarkand and Bukhara, got acquainted with holy places of worship and historical monuments.
In Samarkand, the guests visited the final resting place of the First President of our country Islam Karimov in Khazrati Khizr complex. They laid flowers at the grave of the founder of independent Uzbekistan, paid tribute to his memory. Large-scale creative and landscaping work implemented here, the erected mausoleum, the ayvan (terrace) in the national style and other structures impressed the guests.
Members of the delegation also visited the Amir Temur and Khoja Doniyor mausoleums, the Mirzo Ulugbek observatory, the Registan complex and other historical monuments. An event with participation of Patriarch Kirill of Moscow and All Russia was held at the Cathedral of St. Aleksey, in Samarkand.
In Bukhara, guests visited the church of Archangel Michael. They got acquainted with historical monuments that are famous throughout the world – the Chashma-i Ayub Mausoleum, the Poyi Kalon complex and the Ark fortress.
