On July 6, a video-conference under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev on issues of further improvement of healthcare system, elimination of problems and shortcomings in the sphere was held in Tashkent.
The conference was attended by members of the government, heads of ministries and departments, rectors of higher medical educational institutions, directors of republican specialized medical centers, chairman of the Jokargy Kenes of the Republic of Karakalpakstan, khokims of the regions, the city of Tashkent, districts and cities, heads of healthcare institutions.
Issues of strengthening human health – the invaluable wealth of society, improving the quality of medical services are constantly at the center of attention of the head of our state. President of our country Shavkat Mirziyoyev, during trips to the regions, visits rural medical stations, multi-disciplinary clinics along with various objects of the social sphere, holds a dialogue with doctors and patients, which contributes to the effective resolution of many issues at places.
As it is known, specific instructions on radical improvement of the sphere, elimination of problems and shortcomings that cause a fair dissatisfaction of compatriots were given at the meetings on healthcare issues that were held on January 5 and February 7 of this year, implementation of programs in the sphere were fully considered. Conduction of a meeting on this theme for the third time in a half year demonstrates the great attention paid to these issues.
As the President of our country noted at the meeting, healthcare issues directly relate to an everyday life of each person, so the emergence of problems in this sphere has a strong impact on people’s health, the social mood of society, and finally, on the population’s confidence in the state and government.
In this regard, not solving this extremely important, crucial issue, it is impossible to speak about the high effectiveness of reforms implemented in other spheres and sectors.
Recent positive changes in elimination of shortcomings in the medical sphere were noted at the meeting.
Speaking about this, first of all, it should be noted that, within the framework of implementation of the resolution on improving primary medico-sanitary care, rural family polyclinics are organized on the basis of 793 rural health units, 441 emergency medical care stations have been established, 658 buildings of rural medical units have been given to doctors as official housing.
Out of 1200 ambulances that are scheduled to be delivered during the current year, 646 have already been delivered before July 1, including 126 “Damas” cars in Tashkent, which is also an important practical step in this direction.
At the same time, at the meeting, which was held in the spirit of critical analysis, the existing shortcomings in the sphere of healthcare were considered. The unsatisfactory level of activities of the patronage service was indicated. In this regard, the Cabinet of Ministers was instructed to prepare a provision that specifically defines the essence and main objectives of activities of the patronage service.
We must create such a system, in which not officials of the sphere, but the population itself will objectively evaluate activities of medical institutions, including the patronage service, said the head of our state.
Another actual problem – the shortage of medical personnel in the regions was discussed at the meeting. It was entrusted to develop a separate program on creation of necessary conditions for medical workers, in particular, providing them with affordable housing on the basis of preferential mortgage loans and allocation of consumer loans in order to change the situation to the positive side.
The current state of development of another priority area – the private sector in the healthcare system of our country has been thoroughly reviewed. It was noted that in accordance with the resolution of the head of our state of April 1 of this year, restrictions in activities of private medical institutions were abolished, they were granted a number of privileges, all types of high-tech operations were allowed. But despite the wide opportunities, passivity in development of the sphere is allowed. The reasons of this situation were critically analyzed. Serious shortcomings in this issue, especially in Syrdarya, Djizzak, Navoi, Kashkadarya regions and the Republic of Karakalpakstan were indicated.
Local khokimiyats have been criticized for not paying enough attention to attracting investments in private medicine, supporting entrepreneurs wishing to establish a private medical institution, instructions were given on developing the private sector in the healthcare system. In particular, organization of the Fund for development of non-governmental medical institutions under “Asakabank” was recognized expedient. This fund was allocated 14 million US dollars from additional financial sources on instructions of the head of our state.
At the meeting, it was emphasized that the chairmen of the Jokargy Kenes of the Republic of Karakalpakstan, khokims of the regions and the city of Tashkent, heads of ministries and departments bear personal responsibility for the consistent continuation of reforms in the healthcare system and expansion of the network of private medical institutions. They will submit a report to the President on a quarterly basis.
It was entrusted to take measures on attracting highly qualified doctors from abroad, to effectively use their knowledge and potential.
At the meeting, serious problems that still exist in drug supply and pricing were noted based on specific examples and ongoing monitoring data. Relevant organizations were instructed to develop mechanisms for production of drugs with fixed prices, ensuring constant availability of such drugs in pharmacies and issuing them on prescription.
Information of the heads of relevant ministries and departments, companies and economic administrations, khokims of a number of regions and districts were heard.

On July 6, President of the Republic of Uzbekistan Shavkat Mirziyoyev had a telephone conversation with the President of the Republic of Kazakhstan Nursultan Nazarbayev.
The head of our state warmly congratulated the leader of Kazakhstan on his birthday.
It was emphasized that President Nursultan Nazarbayev is known in Uzbekistan as the outstanding statesman and authoritative politician of the world, a close friend and reliable partner of our country.
Evidence of the farsightedness and effectiveness of the policy pursued by the leadership of Kazakhstan are the large-scale programs and projects that are currently being implemented in all spheres of state and public construction, a competitive economy that is steadily developing on the basis of diversification and modernization of industries and agriculture, as well as improvement of infrastructure.
International authority of Kazakhstan is growing steadily. In June, a historic summit of the Shanghai Cooperation Organization was held in the country. International specialized exhibition “EXPO – 2017” is being held at a high level in the modern and dynamic Astana, which celebrates the Day of the capital on July 6.
The heads of the two countries discussed practical aspects of implementing agreements that have been reached during the high-level meetings of this year.
Revitalization of cooperation on the entire agenda of bilateral relations was noted with deep satisfaction. The volume of goods turnover is increasing, the trains between the city of Tashkent and the cities of Astana and Almaty have started to run, the number of flights between the capitals has increased, the issue of resuming the bus service is being worked out. A partnership has been established and is intensively developing at the level of the regions of our countries.
The sides also exchanged views on the most actual regional and international issues of mutual interest.
In conclusion, the President of Uzbekistan, once again sincerely congratulating the head of Kazakhstan, wished him good health, prosperity and new success, and to the brotherly people of Kazakhstan – peace and prosperity.
The conversation took place in a traditionally warm and friendly atmosphere.

The delegation of the Ministry of Foreign Affairs of the Republic of Uzbekistan will participate in the 44th session of the Council of Foreign Ministers of the Organization of Islamic Cooperation in Abidjan (Cote d'Ivoire) on July 10-11, 2017.
It is planned to sum up the results of Uzbekistan's chairmanship in OIC Foreign Ministers Council in 2016-2017, discuss a number of issues of the organization's activity and adopt resolutions on political, legal, organizational, socio-economic and cultural-humanitarian issues.
It is expected to adopt special resolutions On the International Research Center of Imam al-Bukhariy in Samarkand and On the establishment of the Special Department of the Islamic Organization for Education, Science and Culture (ISESCO) at the Tashkent Islamic University in support of the initiatives of the head of our country Shavkat Mirziyoyev which ware sounded on October 18, 2016 in his speech at the 43rd session of the OIC Council of Foreign Ministers in Tashkent.
At the 44th session of the Council of Foreign Ministers, the Chairmanship will be officially transferred from the Republic of Uzbekistan to the Republic of Côte d'Ivoire.

Abdulaziz Kamilov: Doors Are Open
"Allow me to express gratitude to the organizers of today's event - the International Press Club (IPC), the National Television, the Ministry for the Development of Information Technologies and Communications, for the given opportunity to address the wide audience of our compatriots", with such words the Minister of Foreign Affairs of Uzbekistan Abdulaziz Kamilov began the dialogue with the people on July 5, 2017, within the framework of the regular IPC session.
About three hours on the live air the head of the foreign policy department answered dozens of questions of the citizens of Uzbekistan, both inside the country and far beyond its borders, as well as in the studio. A distinctive feature of this meeting was the participation in it of the heads of diplomatic missions of Uzbekistan abroad and ordinary citizens of our country.
Free and easy atmosphere allowed discussing the problems concerning our people and associated with citizenship, the restoration of lost documents, the search for relatives and friends, assistance in various difficult life situations and others.
A. Kamilov announced the efforts of the Ministry aimed at creating favorable conditions for the citizens of Uzbekistan who are abroad. "Firstly, by a number of consular actions the mechanism and terms for examining the appeals of our fellow citizens are simplified. Secondly, interactive forms of rendering services are actively being introduced into the consular and legal activities of the ministry and our foreign missions. Third, in the Strategy for Actions for 2017-2021, we envisaged the development and approval of the Consular statute in a new edition by the end of the year. Fourth, it is no secret that in the age of globalization, the mass movement of people around the world has long become a common practice for many countries, including Uzbekistan. Our compatriots regularly travel abroad to work, through academic exchanges, to continue postgraduate education, to establish business contacts with foreign partners, as well as for tourism purposes".
Uzbek diplomats in Belgium, Kazakhstan, China, the Republic of Korea, Russia, Turkey, Ukraine and the United States demonstrated the activity in the dialogue. The main body of applications came from citizens who need to resolve such issues, as issuing a certificate for return to their homeland in case of loss of identity documents; exchange of passports of old samples or expired for new biometric ones; finding out the causes of death of relatives and friends abroad; assistance in ensuring an objective investigation of criminal cases brought on the territory of foreign states against the citizens of Uzbekistan; assistance in obtaining alimony and allowances, fulfillment of contractual obligations, etc. On all appeals of citizens, the ambassadors gave concrete answers with justified explanations and comments.
In consideration of that the largest number of our compatriots are in the Russian Federation (according to available data, about 1.7 million Uzbek citizens were registered in 2016), it was stated that in order to ensure effective protection of their rights and interests, the Ministry is considering the issue of opening our consular institutions in such cities of Russia as St. Petersburg, Kazan, Rostov-on-Don, Yekaterinburg and Vladivostok. "In addition, we intend to increase the number of staff in a number of consulates abroad", the minister said.
Foreign policy issues concerning Uzbekistan's relations with the countries of the near and far abroad was not left aside either. On the question of the resumption of membership in the Collective Security Treaty Organization (CSTO), A. Kamilov stressed: "Uzbekistan does not consider and does not plan to review the issue of the resumption of membership in the CSTO. In the future, there are also no plans to discuss this issue or revise it. Uzbekistan remains true to its concept".
Is Uzbekistan ready to cooperate with the human rights organization Human Rights Watch? The Foreign Minister said: "Recently we received a letter from Kenneth Ross, the executive director of Human Rights Watch, in which he asks to allow a small group to come to Uzbekistan. We are ready to accept this team. However the cooperation should be based on the principles of mutual respect and the avoidance of any kind of interference in internal affairs. In addition, it is necessary to respect our traditions and customs, to understand the specifics. We have our own understanding of the democratic development of Uzbekistan. Much of this is done by our President from the first day after the election. Our doors are open, and we are ready to accept not only Human Rights Watch, but also other organizations".

Construction of Uzbekistan Peugeot Citroen Automotive plants starts
On 6 July 2017, a ceremony of laying capsule in foundation of new production complex of Uzbekistan Peugeot Citroen Automotive was held in the free economic zone “Jizzakh”.
Within the project, it is planned to construct the plant on production of light commercial vehicles with the capacity of 16,000 units a year. About 45 hectares of land will be allocated to construction of the plant in the territory of the FEZ Jizzakh.
According to the press-service of Uzavtosanoat, engineers of Peugeot Citroen are designing the plant in line with standards and requirements of the French company. Construction of the plant will be conducted by local general contractors under supervision of the French partners.
The plant will be equipped with modern automated technological lines. The French side will provide new technologies, modern production processes and staff training.
On 16 May 2017, Uzavtosanoat and Peugeot Citroen Automobiles S.A. (France) signed an agreement on establishment of a joint venture in the form of a limited liability company Uzbekistan Peugeot Citroen Automotive (UzPCA).
According to the presidential resolution, the authorized capital of the joint venture is 29.3 million euros. The parties also determined the conditions for implementation of the investment project “Organization of production of light commercial vehicles in Uzbekistan” with a total cost of 133.3 million euros.
The plant will operate in accordance with the Group modern systems in production, quality, purchasing, supply and sales. Furthermore, the joint venture considers at least 50% of parts localization in the first year of production, by attracting domestic component parts manufacturers - 30 large factories owned by SC Uzavtosanoat and more than 160 small and medium enterprises.
