Uzbekistan: Revisiting the Folk Medicine
Large-scale reforms in the national healthcare system have been instrumental in enhancing the access of citizens in Uzbekistan to modern medical services and improving the quality of medical care. However, traditional medicine has an important role to play in the treatment of acute and complex diseases, and the services of traditional healers have been widely sought after by various segments of the population. What is its role and place in modern healthcare?
The answer to this question is given in the presidential resolution of October 12, 2018. It stresses that the analysis of the state of affairs in this area indicates the lack of an adequate level of control over the provision of traditional medicine services, and also raises a number of questions about its status and role in the structure of modern medical service.
In particular, there is no legal framework governing the provision of folk medicine services, the rights and duties of traditional healers are not defined, state control over the quality and safety of services offered by persons engaged in traditional medicine treatment is not there.
Second, the liability of persons providing services of medical care using traditional medicine methods for causing harm to the health of patients is not established, and guarantees for the protection of the rights of traditional healers from unreasonable interference are not provided.
Third, there is no order and mechanisms for regulating the interaction and integration of traditional medicine with modern medicine in matters of prevention, diagnosis and treatment of diseases.
Fourth, there is no unified information database on traditional medicine, including systematized information about specialists in this field, experience and results of their work, types of services provided by them, as well as other information.
To streamline the activities of providing services to popular healers, rational use of the accumulated experience and potential of traditional medicine, the formation of the regulatory framework in this area, as well as create conditions for the effective and safe use of its methods, it is determined that traditional medicine is recognized as an additional method of providing medical care.
Persons providing services using traditional medicine methods are responsible for the consequences of their activities to the extent prescribed for health workers in accordance with the law.
The Ministry of Health of Uzbekistan is an authorized body that determines the requirements for engaging in medical activities using traditional medicine methods.
In accordance with the document, a legal and regulatory framework will be established that provides for the regulation and control of activities in the field of traditional medicine, as well as the definition of the legal status and responsibility of persons engaged in the provision of medical services using its methods for the consequences of their activities.
The potential of traditional medicine will be used by integrating its long-term developments and proven positive achievements of practice in modern medicine to improve the quality of medical services provided, as well as offer the population with the opportunity for informed choice when receiving medical services.
A system of training, retraining and advanced training of specialists in traditional medicine will be created on the basis of close cooperation with leading national and foreign medical educational institutions and centers of recreational practices in the field of traditional medicine.
A program of priority measures for the development of traditional medicine in Uzbekistan has been approved.
